Intensive State Technical Assistance

In 2021, ADvancing States began a program to provide intensive, short-term, “quick strike” technical assistance to states. This program was generously supported by The SCAN Foundation, The John A. Hartford Foundation, the Peterson Center on Healthcare, and the Milbank Memorial Fund. The program was founded to provide State Medicaid programs with assistance to facilitate and expedite the implementation of states’ plans to expand, enhance and strengthen services for older adults and persons with disabilities using new Federal funds from the American Rescue Plan Act (ARPA).

In 2022, ADvancing States continued the program, selecting additional states to receive technical assistance for their ARPA HCBS initiatives under a program generously supported by The SCAN Foundation, Arnold Ventures, The John A. Hartford Foundation, and the Milbank Memorial Fund.

This program continued in 2023 when five additional states were selected to receive intensive technical assistance for a select number of their American Rescue Plan Act Home and Community-Based Services (ARPA HCBS) initiatives. This technical assistance – delivered by ADvancing States and its partners in the ARPA HCBS TA Collective – will give states an opportunity to utilize the expertise of the TA Collective in specific areas, gaining insight on how to successfully execute their ARPA HCBS initiatives.
