The U.S. Department of Labor's (DOL) Office of Disability Employment Policy (ODEP) is conducting a comprehensive review of the Section 14(c) program, which allows employers, after receiving a certificate from the Wage and Hour Division, to pay subminimum wages to workers whose disabilities impact their productivity. As part of this review, DOL ODEP is hosting a stakeholder engagement session to gather diverse perspectives, particularly from workers with disabilities, to better understand their experiences with the 14(c) program. During these sessions, stakeholders will engage in discussions about key aspects of the 14(c) program, share their experiences with competitive integrated employment (CIE) options, and explore lessons from states that have expanded CIE or prohibited subminimum wages. The sessions will also consider the potential implications of discontinuing 14(c) certificates in the future and will address any related questions or concerns.
