ADvancing States represents the nation’s 56 state and territorial agencies on aging and disabilities and supports visionary state leadership, the advancement of state systems innovation, and the articulation of national policies that support long-term services and supports for older adults and individuals with disabilities. 

We are seeking a Grants & Contracts Program Manager. This position is responsible for managing the association’s portfolio of projects, overseeing project contracts, executing project invoicing, monitoring project execution, reviewing project performance, and reporting on project and portfolio data in a fast-paced mission-driven organization.  This role is ideal for a detail-oriented professional with expertise in project management, grants administration, and financial oversight.

Key Responsibilities:

  • Project Oversight – Maintain a master project tracker, project schedule, and invoice schedule to support association-wide projects.
  • Grants & Contract Management – Review contracts, manage invoicing, and track deliverables.
  • Process & Systems Improvement – Develop and enhance internal project management tools, processes, and best practices.
  • Training & Collaboration – Lead staff training on project management methodologies and ensure consistency in internal practices.
  • Financial & Compliance Management – Review budgets and resource allocation while ensuring compliance with federal, state, and contractual regulations.

Required Qualifications:

  • Bachelor’s degree in business administration, Public Administration, or a related field.
  • Minimum 5 years of work experience, preferably in State/Federal government or grants and contracts management.
  • Comprehensive understanding of project management methodologies; PMP, PgMP, CAPM, or similar certifications preferred.
  • Experience with accounting and budgeting is preferred.
  • Ability to be adaptable, multi-task, prioritize, and manage multiple projects simultaneously in a fast-paced environment.
  • Collaborative team player with the ability to take initiative and work well independently.
  • Effective verbal, written, and interpersonal communication skills.
  • Exceptional organizational, analytical, and proactive problem-solving skills.
  • Proficiency in Microsoft Office Suite; experience with project management software is a plus.
