On September 27th, ADvancing States submitted comments on the Centers for Medicare and Medicaid (CMS) proposed regulation “Reassignment of Medicaid Provider Claims” (CMS-2444-P). In the comments, ADvancing States expressed support for the proposed rule, which would allow states to make a Medicaid payment to a third party other than the provider for certain costs, such as health insurance, skills training, and similar benefits that are often provided to employees. In previous comments on reassignment regulations, we recommended that the provision be retained as an option and not a mandate. The policies in the proposed rule align with our previous comments.
