ADvancing States to Partner with HSRI on National Center on Advancing Person-Centered Practices and Systems

The Administration for Community Living and the Centers for Medicare & Medicaid Services launched the National Center on Advancing Person-Centered Practices and Systems (NCAPPS) on January 7, 2019. The goal of NCAPPS is “to promote systems change that makes person-centered principles not just an aspiration but a reality in the lives of people who require services and supports across the lifespan.” NCAPPS will accomplish this by:

  • Providing technical assistance to States, Tribes, and Territories;
  • Establishing communities of practice to encourage the sharing of best practices;
  • Conducting educational webinars; and
  • Developing a national clearinghouse of resources to support person-centered practice.

Administration and National Partners

NCAPPS will be administered by the Human Services Research Institute (HSRI). All aspects of NCAPPS will be informed by a Person-Centered Advisory and Leadership Group, composed of national experts with lived experience receiving long-term services and supports. HSRI will also rely on several partner organizations, including ADvancing States, to ensure that the work is relevant and effective. The other partner organizations are:

  • National Association of State Head Injury Administrators (NASHIA),
  • National Association of State Directors of Developmental Disability Services (NASDDDS),
  • National Association of State Mental Health Program Directors (NASMHPD),
  • National Association of County Behavioral Health and Developmental Disabilities Directors (NACBHDD), and
  • National Association of Medicaid Directors (NAMD).

ADvancing States will also be working with the National Council on Independent Living (NCIL) to help achieve the desired goals of this project.

State Technical Assistance

States, Tribes, and Territories may apply for a variety of technical assistance from NCAPPS, including: person-centered planning in No Wrong Door (NWD) Systems, Aging and Disability Resource Centers (ADRCs), and Area Agencies on Aging (AAAs); enhancement of person-centered practices in home and community-based services for older adults and individuals with disabilities; training adaptations; capacity development; and stakeholder engagement. States, Tribes, and Territories who wish to apply for technical assistance from NCAPPS should submit their completed application form by February 12, 2019 to NCAPPS@acl.hhs.gov.

States can learn more about NCAPPS and ask questions regarding technical assistance opportunities during the NCAPPS launch webinar on January 29 from 3:00 - 4:30 p.m. ET. Additional information about NCAPPS is available in this NCAPPS overview document. States who are interested in applying for technical assistance can also reach out to ADvancing States staff for support.

ADvancing States is excited to serve as a national partner on this important effort and looks forward to supporting States, Tribes, and Territories as they work to implement person-centered thinking, planning, and practices across long-term care services and supports systems.
