Toward Seamless Coverage: Helping Clients Transition from Medicaid Expansion to Medicare

The National Council on Aging (NCOA) is hosting a webinar to discuss findings and promising practices that can help eligible seniors maintain coverage as they switch from Medicaid expansion to Medicare. 32 states and the District of Columbia have expanded their Medicaid programs. This has extended Medicaid coverage to low-income adults aged 19-64 with incomes up to 138% of the federal poverty level, and this is called the “Adult Group”. However, this population is not permitted to have both Medicaid and Medicare. Therefore, expansion Medicaid eligibility ends when an individual reaches 65 or is otherwise Medicare-eligible. If their income and assets are low enough, once eligible, an individual with Adult Group Medicaid can transition to Medicaid for the aged, blind, and disabled population (ABD Medicaid) or a Medicare Savings Program (MSP). This webinar will discuss:

  • Findings from an extensive review conducted by Medicare Rights of Adult Group Medicaid-to-Medicare transition processes in states that have expanded Medicaid.
  • Challenges that states encounter while trying to implement a seamless transition.
  • Promising practices in ABD Medicaid and MSP screening and enrollment processes in both expansion and select non-expansion states.
