Two NCAPPS Technical Assistance Opportunities Open

The National Center on Advancing Person-Centered Practices and Systems (NCAPPS) recently announced the availability of two new technical assistance opportunities. The first focuses on person-centered thinking, planning, and practice. The second focuses on home and community-based services (HCBS) and addressing rights restrictions for people receiving support.

Individualized Technical Assistance

  • NCAPPS is accepting applications on a rolling basis through September 2024 to provide free short-term technical assistance to states experiencing significant challenges implementing person-centered planning consistent with the final HCBS Settings Rule requirements. HCBS Modifications and Rights Restrictions Learning Collaborative

  • In response to states' continued need for assistance with modifications, NCAPPS will bring together state-led teams of human service agency representatives, service providers, case managers, advocates, and other community partners across the country from April to September 2024 to engage in peer-to-peer learning around modifications. 
  • Teams will pursue a common aim to improve processes for documenting and implementing modifications in compliance with the person-centered planning requirements of the final HCBS Settings Rule within provider-owned and controlled settings while promoting individual rights and preventing coercion. Teams will explore how to clarify roles and responsibilities among service providers and case managers, balance risk with ensuring the welfare of the person, document informed consent, minimize the intensity and duration of modifications, use person-centered planning tools, and ensure the appropriate documentation and oversight of modifications.
