On July 3, 2023, ADvancing States, the National Association of Medicaid Directors (NAMD), and the National Association of State Directors of Developmental Disabilities (NASDDDS) submitted joint comments to CMS on Ensuring Access to Medicaid Services Notice of Proposed Rulemaking.
We strongly support the intent of the proposed rule to improve access to care, quality and health outcomes, and to better address health equity issues across Medicaid home and community-based services (HCBS) delivery systems.
Our associations strongly support CMS’s goal to make meaningful changes to the HCBS system. As key partners in implementing these proposals, we ask CMS to continue its strong engagement with us and our state membership to ensure that the final version of the rule effectively addresses the change management, technical, and systems issues, on which our mutual interest in success hinges. We further request that CMS carefully consider extending implementation timeframes to allow states to effectively implement the new requirements in their HCBS programs. We also request further clarification and guidance from CMS to support states in implementation.
