On July 3, 2023, ADvancing States submitted comments to CMS on Ensuring Access to Medicaid Services Notice of Proposed Rulemaking. The proposed rule aims to take a comprehensive approach to improving access to care, quality and health outcomes, and to better address health equity issues across Medicaid home and community-based services (HCBS) delivery systems through initiatives which increase transparency and accountability, standardize data and monitoring, and promote beneficiary engagement.
State Medicaid and operating agencies overwhelmingly support this goal. However, to successfully implement these sweeping requirements and achieve the intended outcomes for Medicaid HCBS beneficiaries, states will need additional time for implementation, as well as extensive guidance and technical assistance from CMS. The comment letter includes specific recommendations to CMS on individual requirements included in the proposed rule.
