On Monday, March 20th, the House of Representatives released amendments to the American Health Care Act. The amendments contain significant changes to Medicaid policies, including an option (but not a requirement) for states to receive some Medicaid funding in a block-grant rather than in a per-capita cap format. These block grants would only apply to children and some childless adults (but not the ACA expansion group). Older adults and people with disabilities are not included in the block grant option. The amendments also adjust the calculation of per capita caps for older adults and people with disabilities, and also create a new option for states to apply work requirements to non-disabled adults.
