Disability-Inclusive Telework for States: State Approaches to Increasing Access and Inclusion

This document provides guidance to state policymakers on developing more inclusive telework policies and programs. It includes an overview of workplace protections under the Americans with Disabilities Act (ADA) pertaining to telework; details the components of state telework programs; and indicates how each component can be modified to better accommodate all employees. This brief also offers best practices states are using to advance inclusion in their telework programs.

ACL's Older Americans Month 2021

ACL has announced that the theme of Older Americans Month (OAM) 2021 is Communities of Strength. Older adults have built resilience and strength over their lives through successes, failures, joys, and difficulties. Their stories and contributions help to support and inspire others. In May, ACL will celebrate the strength of older adults and the Aging Network, with special emphasis on the power of connection and engagement in building strong communities.

LTSS Choices: A Series on Transforming Long-Term Services & Supports

The AARP Public Policy Institute recently launched a three-year initiative which aims to transform long term care in the United States. LTSS Choices will be a series of reports, blogs, videos, podcasts, and virtual convenings that seek to catalyze reform and spark ideas to modernize LTSS, long term services and supports. The goal is a long-term care system that provides a wide range of choices to meet the dynamic needs and preferences of consumers and their families.

Annual Report on Centers for Independent Living - Program Year 2019

ACL recently released the Annual Report on Centers for Independent Living for program year (PY) 2019. CILs offer support for individuals with disabilities who want to live independently in their communities. The CIL program provides financial assistance to local CILs and other CBOs. This annual report includes data from CIL annual program performance reports, federal program staff oversight and compliance activities and publicly available information on grantee websites between 9/30/18 - 9/29/19

Making the Connection: Introducing a Toolkit to Support Telephone Reassurance Programs

Providing telephone reassurance and check-in calls is one key strategy that is being widely used across the country. Programs are engaging volunteers and pulling in staff to meet the need for an increase in such check-in calls. Recognizing that certain conversation skills can help to build trust and deepen engagement, ADvancing States partnered with Emergency Design Collective to create a Conversation Tips Toolkit designed to support reassurance and check-in programs.

Five Competency Domains for Staff Who Facilitate Person-Centered Planning

This resource was developed for human service agency leadership whose role is directing the organization and delivery of services and supports. The five competency domains include: Strengths-Based, Culturally Informed, Whole Person-Focused; Cultivating Connections Inside the System and Out; Rights, Choice, and Control; Partnership, Teamwork, Communication, and Facilitation; and Documentation, Implementation, and Monitoring.

WINGS Briefing Paper: Advancing Guardianship Reform and Promoting Less Restrictive Options

The Commission on Law and Aging of the American Bar Association recently released a briefing paper discussing project findings and conclusions about Working Interdisciplinary Networks of Guardianship Stakeholders (WINGS). This briefing paper describes challenges of adult guardianship reform and the rationale for establishing WINGS, discusses the potential for applying a nation Court Improvement Program model to the adult guardianship system, and provides federal policy recommendations.

Fair Labor Standards Act: Observations on the Effects of the Home Care Rule

The GAO released a report on the impacts of the 2013 regulation that revised the domestic service employment and companionship services under the Fair Labor Standards Act (FLSA). This rule, which became effective in 2015, had the effect of extending minimum wage and overtime protections to a broader range of home care workers, many of whom provide Medicaid-funded home and community based services (HCBS).
