This is the second of three national teleconferences addressing strategies for improving home and community based services for individuals with mental illness. This presentation provides an overview of the research conducted over the past few years on evidence based practices in mental health services.

These slides were presented at the 2nd Annual Training Institute for State Mental Health Olmstead Coordinators (9/30/2002 - 10/2/2002). They provide a brief overview of the FY01 and FY02 Systems Change Grants, including charts depicting which states are focusing their efforts in areas such as housing, mental health, nursing facility transition, etc.

This study was designed to determine whether regulation effects the quality of care in licensed board and care home.

The Compendium contains basic information about each of the Systems Change Grantees. Each section is alphabetical by state. Information for each state includes: the name of the grantee organization, the title of the grant, the type of grant, the amount awarded and fiscal year awarded, the primary contacts for each grant, the target populations to be served under the grant, the primary goals and activities of each grant project, and a brief description of the grant activities.

This paper provides states (both the legislative and executive branches) with background about how to involve stakeholders in planning, program development, and quality improvement related to home and community-based services and supports.

State legislatures continue to face the challenges presented by the Supreme Court's 1999 ruling in L.C. & E.W. v. Olmstead. These briefings report on the measures undertaken in each of the 50 states and the District of Columbia in dealing with this critical issue. Provided here are the complete 2001, 2002, and 2003 reports as well as individual state excerpts from the 2003 report.

In these reports, the National Conference of State Legislatures (NCSL) traces the budget issues that states confronted in 2002 & 2003 and examines how they addressed those issues. The report also describes long-term care legislation enacted in 2002 & 2003 and long-term care planning work that is under way in many states.
