State Chart Book on Wages for Personal and Home Care Aides, 1999-2006

Thanks to the steadily increasing demand for home care, the second fastest-growing occupation in the country is that of personal and home care aides (PHCAs). Yet PHCA wages - which were low to begin with - are failing to keep up with inflation nationwide. A new publication looks at the decline in inflation-adjusted wages. Based on data from the Bureau of Labor Statistics, it charts the wages received by personal and home care aides in all 50 states and the nation over a seven-year period.

You Have Some Very Good Choices in Living – Arkansas Options Counseling Booklet

This booklet, through Arkansas’ “Choices in Living” aging and disabilities resource center, profiles the home and community-based long-term care (LTC) options available in the state. System and Impact Research and Technical Assistance for CMS FY2005, FY2006, and FY2007 Real Choice Systems Change (RCSC) Grants: Annual Report

This report presents findings from Oct ‘05 – Oct ‘07, which includes the first nine months of strategic planning for the FY05 and FY06 Systems Transformation (ST) Grants and the subsequent initial 15-months of implementation (through Oct ‘07) for the FY05 ST Grants. The report focuses primarily on documenting grantees' experiences during the start-up period and grantees' progress during early implementation and suggests early trends and findings.

The Case for Inclusion 2008: An Analysis of Medicaid for Americans with Intellectual and Developmental Disabilities

States are ranked in this report based on the outcomes of Medicaid services provided to people with intellectual and developmental disabilities. Residential Services for Persons with Developmental Disabilities: Status and Trends through 2007

This comprehensive report provides data and macro level analyses on public and private residential services. The Executive Summary and Section 3 compare Medicaid utilization and expenditures for home and community-based services with services provided in institutional settings. A Balancing Act: State Long-Term Care Reform

This paper examines the extent to which states have balanced the delivery of Medicaid-funded LTC services and supports to people in their homes and in institutions. What is unique about this report is its primary focus on older people and adults with physical disabilities separate from other LTC populations, such as people with developmental disabilities. Explore what has been accomplished under current Medicaid law and review how federal policies impact the ability to balance service delivery.

Systems Transformation Grant News and Highlights Website – Arkansas

Arkansas was one of 10 states awarded funds from the CMS to improve home and community based services. The project has many goals including developing and implementing a statewide one stop system for long term care services and options. The website lists their other objectives, their strategic plan, and also has the premiere edition of their newsletter. Review the information about this collaborative effort between consumers, stakeholders, and state policy makers.

Does Mental Illness Affect Consumer Direction of Community-Based Care? Lessons From the Arkansas Cash and Counseling Program - Research Abstract

The authors examined whether consumer direction is effective for elderly people with mental illness. The treatment group, those that participated in Cash and Counseling, fared better than elderly people that have a mental illness but did not participate in C&C. They also fared as well as elderly people without mental illness that were in the program. Variables studied included measures of consumer satisfaction as well as objective measures such as health, among others.
