The Delaware Health and Social Services (DHSS), Division of Developmental Disabilities Services (DDDS), requested proposals to select a contractor to provide consultation in the area of Quality Assurance/Quality Improvement (QA/QI) in Home and Community Based Services. The Request for Proposals was numbered NO. PSC617 and due by 08/13/04. Funds were available under a grant from the Centers for Medicare and Medical Services (CMS).

ArcLink has created a cognitively accessible website offering information on Medicare Prescription Drug Coverage and the Discount card. The site gives answers to frequently asked questions, offers definitions of commonly used terms in Medicare and explains how to get help and how to get a card.

The materials include information about diseases prevalent in particular groups, cultural beliefs & practices, historical events that influenced particular groups. While the focus is on providing culturally appropriate health care services, much of the information offered is applicable to people providing a broad range of long term care & supportive services.

Recognizing the diversity and the different ways to health, the mission of the Cross Cultural Health Care Program is to serve as a bridge between communities and health care institutions to ensure full access to quality health care that is culturally and linguistically appropriate. Through a combination of cultural competency trainings, interpreter trainings, research projects, community coalition building, and other services, the CCHCP serves as a bridge.

Producing a translated document of high quality requires commitment and planning. It can be complex, expensive & time consuming, & is often politically sensitive, especially if you are not a community-based provider of the same ethnic & cultural background as your target audience. It compares low-income across employment, program participation & income status. These comparisons highlight some of the unique challenges & motivate broader discussion of gaps in the safety net. Particularly striking are the conflicting messages regarding work & program participation sent by existing programs & policies.
