State-Funded Home and Community-Based Services for Older Adults

Nearly every state provides at least some funds for services for low-income older adults or people with disabilities who have too many assets to qualify for Medicaid. AARP reports on how much each state spends on both multiservice and single-service programs. It also compares funding sources, eligibility criteria, services, cost management strategies, consumer direction, and other characteristics.

Real Choice for Real Opportunity: Individuals with Intellectual and Developmental Disabilities and Their Families Speak Out

In March of 2006, 144 Minnesotans with disabilities and their families gathered to voice their concerns and ideas about meaningful choices and to learn about promising practices in employment and day services. People shared their experiences, strategies and best practices. Common themes from the workshops are gathered here and include definitions of meaningful daytime choice, things that contribute to it, things that prevent it, things that need to be improved, and recommendations.

Provider Reports – Massachusetts

Massachusetts assesses the service providers it licenses and certifies based on quality of life areas (such as the degree to which consumer choice and control is supported) and organizational outcomes. The reports can be used to understand quality of services and to inform consumers of the array of options available. Agencies are listed alphabetically by region and each report’s executive summary describes services offered.

Reassessing the Impact of Managed Care in the Developmental Disabilities Sector

Are we on the brink of a revival of interest in managed long-term care for people with intellectual and developmental disabilities? Four states’ experiences in experimenting with managed care are examined here, along with stakeholders’ views on these efforts. The report looks at goals, methodologies, and similarities and differences between programs. It concludes by looking at implications for other states.

Providing Personal Care Services to Elders and People with Disabilities: A Model Curriculum for Direct-Care Workers

PHI developed this competency-based curriculum to help participants develop core skills needed for quality work across care settings. It provides an orientation to direct-care work and introduces needed knowledge, attitudes, and skills. It also provides training in tasks related to activities of daily living. The appendices outline the course and learning outcomes and define additional skills needed to become certified nurse assistants or home health aides.

Presentations from 2009 International Conference on Self-Determination

The conference took place in May 2009 in North Carolina and focused on the global advancement of the principles of self-determination. Presenters spoke on topics including Medicaid reform, self-directed budgeting, self-employment; quality, education, advocacy; and youth, among others. Included here are slides from talks as well as essays by the organizer on the purpose of public funding for services and challenges facing Medicaid.

Administration of the National Core Indicators (NCI) Consumer Survey in Ohio: RFP

Ohio seeks a contractor to coordinate the NCI survey and related interviews involving 400 subjects. The purpose of studying the indicators is to understand service outcomes, compare Ohio to other states, align the state with the CMS HCBS Services Quality Framework, and inform strategic planning. The RFP, a schedule for proposals, blank survey forms, and a “bidder’s library” are given. Proposals are due June 5, 2009.
