Presentations from the 2016 National Home and Community Based Services (HCBS) Conference.

While faced with new challenges, reduced budgets, and growing populations requiring more services, states are stronger than ever, and the work they do is more effective than ever in reaching individuals and addressing their needs. The National Home and Community Based Services (HCBS) Conference 2017 highlights these achievements, allowing states to share best practices, present unique partnerships, and recognize the work of their peers.

In 2017, ADvancing States administered a survey of state agencies that deliver LTSS, including aging and disability agencies as well as Medicaid programs, regarding the significant policy, fiscal, and operational issues occurring within each state. During the survey, we collected detailed information about the structure of agencies, the supports provided, and the populations served by state programs.

The Administration for Community Living’s National Adult Protective Services Technical Assistance Resource Center has released their first National Adult Maltreatment Reporting System (NAMRS) FFY 2016 data report. NAMRS is a voluntary data reporting system which collects data from state and local Adult Protective Services systems. This report contains information about the quantity and type of data submitted by states, the District of Columbia, and territories.

Value-Based Payment (VBP) are alternative payment models that reward high-quality, cost-effective care. While many Medicaid state programs are developing VBP systems for physical health services, they have not made such advances in Medicaid behavioral health care services. The Center for Health Care Strategies’ (CHCS) brief, produced with the California Health Care Foundation, details how five states are innovating their Medicaid managed care organizations through VBP models.

The National Association of State Budget Officers (NASBO) released the Spring 2016 “Fiscal Survey of States” report. The report indicates that, for the first time, estimated state general fund spending and revenues in fiscal 2016 surpassed their fiscal 2008, pre-recession peak levels after adjusting for inflation. However, the progress has been uneven across states and long-term spending pressures remain in areas such as health care, education, pensions, and infrastructure.

Milbank Memorial Fund’s Reforming States Group partnered with The New York Academy of Medicine to develop sessions focused on some of the major challenges and opportunities facing states as they work to support an aging population. This report provides a review of the issues discussed at the meetings, as well as recommendations for state policy interventions. The report also focuses on topics of specific interest to state leaders: age-friendly communities; LTSS and workforce.

The results of the annual survey represent a snapshot of the current status of state government employees, the agencies that administer the programs, and the services that are provided. The 2015 survey revealed that states are continuing to address the same underlying challenges discussed in the previous reports.The report also includes summary tables that outline specific information about each individual state agency and LTSS program. Through collaboration with the Universities of Minnesota, Colorado, and Massachusetts, this report focuses on the services and supports for individuals with I/DD in the U.S. territories. The first long-term data collection focuses on collecting, tracking, and analyzing services to provide information to improve and increase productivity, independence, integration, and inclusion of people with I/DD into their communities.

This report for the Department of Labor examines the workforce system's current efforts to provide assistance to youth with disabilities. The focus of the research is mainly at the local level, coming from practitioners to gain insight on what factors are in need of improvement. Data was obtained through surveys completed by representatives of Local Workforce Investment Boards with specific attention to the practices and policies currently in place.
