This resource aims to help human service agencies in states, tribes, and territories to measure their progress in developing person-centered systems. The Self-Assessment was designed to be used by staff at all levels. The Self-Assessment measures progress in eight different domains: Leadership; Person-Centered Culture; Eligibility & Service Access; Person-Centered Service Planning & Monitoring; Finance; Workforce Capacity and Capabilities; Collaboration & Partnership; and Quality & Innovation

This issue brief explores adjustments that states have made to processing eligibility and enrollment for benefits access, including changes to application and supporting document requirements. Examples of opportunities and adjustments that states have made to ensure older adults and persons with disabilities have access to critical benefit programs during the pandemic are highlighted. Data and findings are drawn from the ADvancing States 2020 COVID-19 Membership Survey.

The Home and Community Based Services (HCBS) Conference is hosted annually by ADvancing States (formerly known as NASUAD). This event highlights best practices from across the country in home and community-based services. The conference includes federal, state, and local policymakers as well as those who administer, manage, and deliver waiver and other HCBS programs. The Centers for Medicare & Medicaid Services issued a State Health Official letter that provides guidance on legislative changes to the modified adjusted gross income (MAGI)-based methodologies used for determining Medicaid and CHIP eligibility. In order to implement the changes to MAGI-based methods, states may need to update eligibility policies and procedures and make changes to eligibility systems logic.

The GAO released a report to the Chairman of the Committee on Ways and Means summarizing findings of a survey sent to State Health Insurance Assistance Programs (SHIP) directors about the usability of the Medicare Plan Finder (MPF) website. The MPF website is a resource for comparing Medicare coverage options to help beneficiaries make informed decisions about their coverage. The report also includes other areas of improvement to make the website more user-friendly.

The National Council on Aging (NCOA) released a fact sheet that provides information for the Medicare Extra Help/Part D Low-Income Subsidy (LIS). The fact sheet includes information on redeeming, redeterminations, and reassignment for the LIS/Extra Help program.

The AARP Public Policy Institute released a report outlining the recent changes to supplemental benefits in Medicare Advantage. The report explains the major changes in benefits present in the Bipartisan Budget Act of 2018.

ACL, CMS, and the Department of Labor’s Office of Disability Employment Policy (ODEP) have released a Q&A document to help grantees, stakeholders, and self-advocates better understand the Medicaid buy-in program. The Medicaid buy-in program includes Medicaid eligibility groups that serve workers with disabilities who are earning income and whom states may charge premiums as a condition of Medicaid eligibility.

This brief is a summary of survey results related to aging and disability agencies and I&R/A specialists' role in connecting individuals with public benefits. It provides an opportunity to learn about benefits screening, assistance, and outreach within aging and disability networks.

While faced with new challenges, reduced budgets, and growing populations requiring more services, states are stronger than ever, and the work they do is more effective than ever in reaching individuals and addressing their needs. The National Home and Community Based Services (HCBS) Conference 2018 highlights these achievements, allowing states to share best practices, present unique partnerships, and recognize the work of their peers.
