How States Can Monitor Dual Eligible Special Needs Plan Performance: A Guide to Using CMS Data Resources

CMS regularly reports data on health plan enrollment, quality, and compliance that states can use to monitor the performance of the Medicare Advantage Dual Eligible Special Needs Plans (D-SNPs) they contract with to serve Medicare-Medicaid enrollees. This technical assistance tool shows how states can use these data to create tables, graphs, and figures and interpret their meaning in order to assess D-SNP performance.

The Potential Impact of the Better Care Reconciliation Act on Home and Community-Based Services Spending

The Community Living Policy Center reviewed the effects of the Better care Reconciliation Act (BCRA) should it pass. Upon review, they conclude that had it been implemented in the mid-2000s then it would have reduced Federal reimbursments becuase of the proposed caps.

Policy Statement on Inclusion of Children with Disabilities in Early Childhood Programs

The United States Departments of Health and Human Services and Education released a policy statement on September 14, 2015, that declares that all children with disabilities should be allowed access to "inclusive high-quality" early childhood programs, "where they are provided with individualized and appropriate support in meeting high expectations." Presently, children with disabilities and their families face difficulties in accessing these programs that are available for their peers.

Building a Culture of Engagement for Medicare-Medicaid Enrollees: Health Plan Approaches

The Center for Health Care Strategies released a brief, funded by the Commonwealth Fund, that examined member engagement approaches used by participating health plans in Promoting Integrated Direct Care for Eligibles (PRIDE). The brief highlights promising strategies for providing Medicare-Medicaid enrollees with complex medical, behavioral health, and social service needs. There is a specific emphasis on the approaches to building trusting relationships with members.
