The Florida Department of Elder Affairs released their August 2021 newsletter highlighting Miami-Dade County's Age-Friendly Initaitive. The county's Age-Friendly Initiative was launched in 2012 and has grown into a collaborative network of individuals, stakeholders, and organizations working together to bring housing, transportation, employment and health services to their older adult population.

State Medicaid programs are increasingly opting to cover home and community-based services. This report looks at the efforts of various state Medicaid programs, examines their structure, and highlights the challenges encountered. From this review, GAO highlights three main challenges: 1) difficulty recruiting and retaining home care workers, 2) difficulty serving those with complex needs and, 3) limited funding for HCBS services.

This paper examines whether there is evidence that MLTSS programs increase access to home and community-based services (HCBS). One theory states that MLTSS programs may reduce costs associated with the use of institutional services, thereby allowing states to expand HCBS services and reduce waiting lists. This brief uses this theory and examines changes in a state's HCBS waiting list as one way to measure access to HCBS.

It explores the benefits of self-directed care and looks at best practices used in Texas, Iowa, Wisconsin, and Florida. The report also provides a toolkit for educational and training purposes to help states improve and expand upon their self-directed LTSS programs.

This report documents the nationwide housing affordability crisis experienced by people with disabilities. The report discusses how in 2016, millions of adults with disabilities living solely on Supplemental Security Income (SSI) found that renting even a modest unit in their community would require nearly all of their monthly income. The report offers policy recommendations to address this crisis.

This report from Truven Health Analytics describes section 1915(c) home and community based services waiver programs. Over 1.6 million people received section 1915(c) waiver services in 2014; this is a 5 percent increase from 1.5 million in 2013. Furthermore, the number of section 1915(c) waiver participants has increased by an average of 4 percent per year since 2009. Participants received services for an average of 10 months in 2014, as in previous years.

In 2017, ADvancing States administered a survey of state agencies that deliver LTSS, including aging and disability agencies as well as Medicaid programs, regarding the significant policy, fiscal, and operational issues occurring within each state. During the survey, we collected detailed information about the structure of agencies, the supports provided, and the populations served by state programs.

This guide highlights the work of State Units on Aging and Area Agencies on Aging who engage and include the LGBT community in their planning and services. The National Association of State Budget Officers has a semi-annual report, with data gathered from all 50 state budget offices, that provides a narrative analysis of the fiscal condition of the states and data summaries of state general fund revenues, expenditures, and balances. The spring edition of the survey of the states details governors' proposed budgets.
