This issue brief explores adjustments that states have made to processing eligibility and enrollment for benefits access, including changes to application and supporting document requirements. Examples of opportunities and adjustments that states have made to ensure older adults and persons with disabilities have access to critical benefit programs during the pandemic are highlighted. This report provides a summary of changes that states have made to their systems for connecting individuals to benefits and explores state agency changes, challenges, and opportunities related to benefits access and enrollment during the COVID-19 crisis. This three-part report begins with an examination of the causes of poverty for older women. It also explores the issue of intersectionality in light of disproportionate rates of poverty for both women of color and LGBTQ women. The second part of this report provides an overview of the various anti-poverty programs available for older women. Finally, the report concludes by offering specific policy recommendations for increasing older women’s economic security.
