The North Carolina Department of Health and Human Services is seeking a Senior Advisor for Strategy and Planning, this job posting will be recruiting for two positions and applications will be considered for both positions. This position is responsible for policy research, programmatic guidance, and program design support for teams across NC Medicaid. The position will serve in a policy advisory and consultant role to support the development and implementation of new strategic initiatives and policies as needed. 

Specific Responsibilities:

• Support time-limited projects across the organization via policy research, policy analysis, program design, project planning, and other activities as needed.
• Provide technical assistance on state plan amendments and other federal authority requests, as requested by other business units.
• Track relevant legislative and regulatory updates and work with teams across the organization to assess and operationalize impacts on their programs and policies.

Qualifications:

• Extensive knowledge of healthcare benefit programs and delivery systems.
• Understanding of development processes for medical coverage policies and factors affecting development including fiscal impacts, utilization trends, provider practice patterns, claims payment and patient outcomes.
• Ability to analyze, interpret, and assess the impact of regulations, procedures, and legislative proposals.
