Olmstead’s Effects on Housing Affordability, Supportive Housing, and Home and Community-Based Services

The Community Living Policy Center, an initiative of Lurie Institute for Disability Policy at Brandeis University, recently published a case study highlighting the effort of the Olmstead decision on housing affordability.

The case study explores the use of the U.S. Supreme Court’s decision in Olmstead v. L.C. (1999) as a tool for housing creation at the state and local level. The authors focus on the three states of Virginia, North Carolina, and Georgia, where implementation of the “integration mandate” of the Olmstead decision has led to a significant reduction in the number of disabled people who are institutionalized or at risk of institutionalization.
