Medicaid Work Requirements: Federal Outreach Requirements and State Plans

KFF recently released a brief describing federal outreach requirements and state plans for outreach efforts as they begin to implement new Medicaid work requirements, also known as “community engagement requirements” or “activity requirements.”
H.R. 1 requires 44 states to condition Medicaid eligibility for adults in the Affordable Care Act (ACA) Medicaid expansion group and certain enrollees in 1115 waiver programs, including in non-expansion states, on meeting work requirements starting January 1, 2027. Implementing work requirements will require complex changes to eligibility and enrollment systems and processes.
