On December 20, 2022 CMS released a report summarizing the public comments it received in response to the 2022 Request for Information (RFI): Access to Coverage and Care in Medicaid & CHIP. CMS framed the RFI questions across three dimensions of health care access: (1) enrolling in coverage, (2) maintaining coverage, and (3) accessing services and supports. This report includes counts of comments, types of respondents, summaries of common themes across objectives, and cross-cutting findings.

In 2017, Reading Hospital was awarded a $4.5 million grant from CMS to implement the Accountable Health Communities (AHC) model and assess whether addressing the health-related social needs of local Medicare and Medicaid beneficiaries would impact their healthcare costs and inpatient and outpatient healthcare utilization. This case study looks at 747 patients with resolved food needs and finds that among this cohort, emergency department visits dropped 32%, hospital admissions decreased 32%, readmissions were reduced by 30%, and hospital costs went down 31%. Among the patients who were also on the Diabetes Registry, A1C rates decreased by an average of 2.2%

The Medicaid and CHIP Payment and Access Commission (MACPAC) released the 2022 edition of the MACStats: Medicaid and CHIP Data Book, with updated data on national and state Medicaid and State Children’s Health Insurance Program (CHIP) enrollment, spending, benefits, and beneficiaries’ health, service use, and access to care. As of July 2022, almost 90 million people were enrolled in Medicaid or CHIP.

On December 15, 2022 U.S. Senate Special Committe on Aging held a hearing to recognize the impact of federal nutrition assistance programs in reducing hunger among older adults. At the hearing, the Committee released a bipartisan report, entitled “Recognizing 50 Years of the Nation’s First Nutrition Program for Older Adults.” The report celebrates the role of the Older Americans Act Nutrition Program in reducing hunger, promoting health, and enhancing the wellbeing and quality of life of older adults. The Committee also released state-by-state fact sheets highlighting the impact of the Older Americans Act Nutrition Program in each Committee member’s state.

This report examines weaknesses in the home and community-based services ecosystem and outlines a roadmap to expand community living options that meet the needs of people with disabilities. The report builds upon findings in NCD’s 2021 Progress Report: The Impacts of COVID-19 on People with Disabilities (2021) and Deinstitutionalization: Unfinished Business (2012) and illustrates how each piece of the HCBS ecosystem must operate at full capacity to ensure that appropriate community living options and support systems remain available to the disabilities community.

This Kaiser Family Foundation analysis found that 656,000 people nationwide were on state waiting lists for home and community-based services financed through Medicaid waivers in 2021. This new data is among the latest set of findings from the 20th KFF survey of state officials administering Medicaid HCBS programs in all 50 states and Washington, DC.

A recent report by the U.S. Department of Health and Human Services used Medicare data to identifiy certain characteristics or risk factors that placed nursing home residents at an increased risk of discharge. Characteristics included residents with severe behavioral symptoms, residents with psychiatric and mood disorders, residents with impairments that required more staff time, residents transitioning to Medicaid.

Each edition of the AARP Public Policy Institute's Long-Term Services and Supports (LTSS) State Scorecard has measured state performance against an objective, data-driven set of metrics that illustrate how states were doing with their LTSS systems at a given time. This paper discusses the approach to the 2023 edition of the Scorecard, reflects on what has changed since the Scorecard was first published, and considers the possibilities of future editions.

Much innovation in the LTSS system has originated at local levels and later reached the national level after testing and support from the government, foundations and others. A new paper reviews five innovative LTSS programs to explore how they were successfully scaled up and implemented in more places. This report builds on the widely accepted model for understanding the expansion of an innovation developed by sociologist E.M. Rogers, who coined the phrase “early adopter.” Its five recommendations adapt Rogers’s framework to selecting and promoting LTSS innovations.

Findings from the University of Michigan National Poll on Healthy Aging demonstrate the importance of providing support to caregivers. More than half of people age 50 to 80 say they helped at least one person over 65 with their health or personal care needs, meals, finances, or home maintenance/improvement in the past two years, according to new findings. While nearly all helpers (96%) reported positive aspects of supporting others, a quarter said it was more difficult than they expected, especially for those helping with more care tasks or helping someone with mild cognitive impairment or Alzheimer’s disease/other dementia.
