Housing Americas Older Adults 2018

Affordable, accessible housing located in age-friendly communities is already in short supply. As the American population continues to age, demand for this housing will continue to increase. Additionally, many older adults are at risk of having insufficient resources to manage rising healthcare and housing costs in their later years and may struggle to pay for their housing and other basic necessities. This paper discuses these and other issues around housing for older Americans.

Travel Patterns of American Adults with Disabilities

This issue brief uses data from the 2017 National Household Travel Survey (NHTS) to examine the daily travel patterns of American adults with travel-limiting disabilities. It also explores data from the 2001 and 2009 NHTS to illustrate trends over time. Several groups of technologies might help people with disability-related transportation limitations, but people with disabilities use them less.

Getting To Equal: The Disability Inclusion Advantage

This report examines data from the Disability Equality Index and identifies forty-five companies with strong leadership in areas specific to disability employment and inclusion. Accenture analyzed their financial performance and found that, on average over the four-year period, these companies had twenty-eight percent higher revenue, double the net income, and thirty percent higher economic profit margins than their peers.

Evaluation of the Effect of the Older Americans Act Title III-C Nutrition Services Program on Participants’ Health Care Utilization

This report assesses the effectiveness of the Title III-C Nutrition Services Program (NSP) under the Older Americans Act. It describes the health and health care utilization of congregate meal and home-delivered meal participants. The report also examines overall wellness measured using longer-term outcomes related to health and avoidance of institutionalization.

Has the Promise Been Kept? Federal Enforcement of Disability Rights Laws

This report assesses the degree to which the Equal Employment Opportunity Commission and the U.S. Access Board have addressed the recommendations issued in the 2000 NCD report, "Promises to Keep: A Decade of Federal Enforcement of the Americans with Disabilities Act". NCD also uses the framework developed in this previous report to evaluate how various agencies implement and enforce the Americans with Disabilities Act and other federal disability rights laws and programs.

A comparison of nursing home usage in states with and without Medicaid Managed LTSS

This study from Milliman highlights the success that MLTSS programs have had in reducing institutional care for older adults and people with disabilities compared to states operating a fee for service system, both in absolute numbers as well as the acuity level of consumers receiving services in nursing facilities.

August 2018 Medicaid & CHIP Enrollment Data

The Centers for Medicare & Medicaid Services released their monthly report for August 2018 on Medicaid and CHIP application, eligibility determination, and enrollment data. This report includes point-in-time data from all 50 states and the District of Columbia, including the number of applications submitted directly to Medicaid and CHIP agencies, the number of eligibility determinations made on these applications, and the total number of individuals enrolled in the Medicaid and CHIP programs.

Possible State Intervention Options to Serve Transition-Age Youths: Lessons from the West Virginia Youth Works Demonstration Project

Three-Year Effects of the Youth Transition Demonstration Projects

This Social Security Bulletin evaluates the effects of the Youth Transition Demonstration (YTD) from 2005-2014. This evaluation used participant surveys and administrative data from 5,103 individuals in six project sites to measure the effects of YTD one and three years post enrollment. The analysis found statistically significant positive impacts on employment rates in three sites during the third post enrollment year.
