A new two page fact sheet from the Kaiser Commission on Medicaid and the Uninsured (KCMU) summarizes the relationship of Medicaid with state budgets. The fact sheet provides an update about the fiscal situation in the states and how it is affecting Medicaid programs.

The Center on Budget and Policy Priorities just released an in-depth analysis of the National Governors Association's short-term Medicaid reforms. In August 2005, the NGA released “Medicaid Reform: A Preliminary Report,” a set of recommendations for Congress as it develops budget legislation to reduce projected federal Medicaid expenditures. This newly released biennial study verifies that low-income people with disabilities are experiencing a national housing affordability crisis. The Priced Out in 2004 study compares the monthly SSI income of more than 4 million Americans with disabilities to the fair market rental rates for efficiencies and modest one-bedroom apartments in every housing market in the country. This study describes the experiences of workers hired under consumer direction. The Cash and Counseling model does not appear to cause adverse consequences for the hired workers. Directly hired workers report high levels of job satisfaction and do not suffer physical or emotional hardship beyond what might be expected for individuals providing care to relatives. This AARP Public Policy Institute fact sheet and report outlines the need for publicly funded respite services for family caregivers and describes the types available. The research concludes that publicly funded caregiver support programs play an important role in sustaining and strengthening the unpaid, informal care provided by families.

Informal caregivers play an increasingly important role in the health care system; in 2003, nearly one of 10 working-age adults was caring for a sick or disabled family member. Yet a new Commonwealth Fund study says more than half of the 16 million caregivers, or 9 million adults have health problems of their own. As a result, many are financially vulnerable and struggle to obtain needed care. The report suggests possible policy reforms to ease their burdens.

HUD Secretary Alphonso Jackson released two papers titled Discrimination Against Persons with Disabilities. <i>Barriers at Every Step</i> coupled with its companion report, <i>Guidance for Practitioners</i>, advance the consumer’s ability to verify – and furthers chances of eradicating – inequity in housing opportunities for persons with disabilities. This newly released study employs a number of newly developed, field-tested tools for measuring housing discrimination.
