BellAge has released new findings from their CV19 CheckUp survey that show risk education can help save lives during the COVID-19 pandemic. Findings include that most adults (79%) dangerously underestimate the lethal threat risk that COVID-19 poses to older adults, and when informed of the true magnitude or the lethal threat risks, most of respondents (63%) say they would modify their behaviors to keep older adults and loved ones safe. Mathematica’s Center for Studying Disability Policy recently created interactive state disability maps that reveal important patterns in state- and county-level prevalence of disability among working-age adults as well as how that prevalence compares with Social Security Disability Insurance and Supplemental Security Income participation rates. This information can help policymakers and program managers identify areas with the highest needs or potential benefit discrepancies.

The Bureau of Labor Statistics released a data report on the employment rates of persons with disability. In 2020, 17.9 percent of persons with a disability were employed, down from 19.3 percent in 2019. For persons without a disability, 61.8 percent were employed in 2020, down from 66.3 percent in the prior year. The unemployment rates for persons with and without a disability both increased from 2019 to 2020, to 12.6 percent and 7.9 percent, respectively. Read the report for more findings.

On January 19th Centers for Medicare & Medicaid Services (CMS) released the Medicaid LTSS Annual Expenditures Report for Federal Fiscal Years (FFY) 2017 and 2018. This report discusses the LTSS rebalancing trends and growth in expenditures for home and community based services (HCBS) as compared to institutional spending during these select years.

In this blog post, ACAP and CHCS share survey results that detail how Community Affiliated Plans (ACAP), including Dual Eligible Special Needs Plan (D-SNP) and Medicare-Medicaid Plans, are addressing existing and new health-related social needs of their dually eligible enrollees during the COVID-19.

This report offers initial results and findings from COVID-19 CheckUp, a service provided by BellAge, Inc. to help governments capture actionable data regarding the pandemic in near real-time. The service is currently in use by the governments of New York, Florida, Michigan, Los Angeles, and St. Louis. The first issue of the Bulletin focuses on COVID-19 risk related findings from the Michigan Department of Health and Human Services CV19 CheckUp launch.

The updated supplemental information is intended to help states strategically think through how they explain and clarify to telehealth providers and other stakeholders which policies are temporary or permanent. It also helps states identify: • Services that can be accessed through telehealth • Which providers may deliver those services • Ways providers may use in order to deliver services through telehealth, • Circumstances under which telehealth can be reimbursed once the PHE expires

During the Friday September 25, 2020 MACPAC meeting, MACPAC presented on the Management of HCBS Waiver Waiting Lists. The talk included background information on Medicaid and HCBS Waivers, data on HCBS Waiver waiting lists, and strategies for reducing or eliminating waiting lists. CMS has released a new report on community transitions that occurred under the Money Follows the Person (MFP) program from 2008 to the end of 2019. The report states that during this time, states transitioned 101,540 people to community living through MFP. In the most recent year (2019), MFP grantee states transitioned a total of 4,173 individuals. The report includes additional information on transitions broken down by population and state.

In April 2020, the American Association on Health & Disability (AAHD) conducted a survey to assess COVID-19's impact on access to healthcare for adults with a range of disabilities. This new comparative report complements their previous survey publications. The report analyzes survey results by type of disability and examines differences/similarities in disability group responses during COVID-19.
