Quality Management Plan - Vermont DDAS

This quality services review consists of direct feedback from individuals who receive services, record reviews, observations, and discussions with agency staff. Agencies are reviewed against clear benchmarks and receive feedback from review staff throughout the process. Quality Action Plans address areas for improvement and are completed by each agency with technical assistance provided by the Quality Management Unit.

State-by-State 1915(c) Home and Community-Based Services Waiver Data

An interactive map displays how many 1915(c) waivers each state has. Clicking on a state’s name displays number of participant and expenditures by waiver type as compared to nationwide numbers. Participant and expenditure data are also available for personal care, home health, and individualized budget services. Clicking “Compare” in any data area displays a table illustrating selected data for all states. Information is taken from CMS form 372 and is downloadable.

Medicaid’s Role in the Many Markets for Health Care

Medicaid expenditures are often presented as a percentage of state or Federal spending. Here, they are illustrated in terms of market shares for 30 markets defined by provider category of service. In 21 markets, Medicaid plays a small role, but in the other 9, such as long-term care and mental health, Medicaid is the dominant payer. Some of the other markets researched include adult day, waiver, case management and home health services.

Budget Options Volume I: Health Care

The Congressional Budget Office examines the likely effects on federal spending of 115 health care reform options. Ch. 8 covers proposals on financing Medicaid and SCHIP and Ch. 10 covers long-term care options. HCBS-related options include: allowing all states to offer HCBS via Medicaid state plan amendments (#99); making HCBS a mandatory benefit (#100); and adjusting federal match rates to favor HCBS over nursing homes (#101). Also included is a presentation on the findings of the report.

The Aging Integrated Database (AGID)

This website is an on-line query system based on AoA-related data files and surveys, and includes population characteristics from the Census Bureau. The system allows users to produce descriptive information in graphical or tabular form, at the level of detail most suited for their needs. The four options through AGID provide different levels of focus and aggregation of the data from individual data elements within Data-at-a-Glance to full database access within Data Files.

Training Caregivers for Older Adults in the Home: A Search for Curricula

What curricula are used to train paid and unpaid individuals caring for older adults in the home? The authors conducted a 4-month search to identify and categorize existing curricula nationwide. It was used as a discussion primer for a March 2007 conference that sought to discuss specialized vs. comprehensive training models, standards, and possible credentialing for caregivers and training programs. Research Design Report for the Evaluation of the Money Follows the Person (MFP) Grant Program

Methods for evaluating MFP are mapped out in detail. The report explains the design of the analyses of implementation, impact, and outcomes. It also describes research questions to be answered and methods for tracking the 31 programs. Finally, the synthesis of information and format of the presentation of findings is discussed.

Medicaid Home and Community-Based Service Programs: Data Update

PAS Center offers state-by-state participant and expenditure data for all of Medicaid and the three main HCBS programs: 1915(c) waivers, home health, and state plan personal care. The December 2008 update provides 2005 data complemented by survey results related to program policies and provider reimbursement rates.

Increasing Use of the Capitated Model for Dual Eligibles: Cost Savings Estimates and Public Policy Opportunities

This report estimates that public financial and personal clinical outcomes can be improved by moving dual eligibles to capitated managed care. The authors view the clinical and eligibility characteristics of dual eligibles as well-matched to the strengths of integrated care programs. The document lays out the reasoning and data behind the estimate, recommends policy changes needed to make the transition, identifies potential barriers to implementation and offers examples from KY and MN.
