In an effort to assist state agencies in planning for the specific behavioral health needs of emerging populations in their state, this toolkit provides state and national estimates of behavioral health disorders and program utilization, as well as step-by-step instructions to generate projections of health benefits, services and providers that will need to be addressed in the future. This resource can be helpful for mental health and substance use agencies, health plans, and Medicaid agencies.

This annual summary uses information from the US Census Bureau, the National Center for Health Care Statistics, and the Bureau of Labor Statistics to display the demographic shift, as well as the health, geographic distribution and economic changes of those over 65 in the United States. This report found that 13.3 percent of the population is 65 and older, but this demographic is expected to grow to 21 percent by 2040. Changes from previous summaries are analyzed and projections are made.

With a focus on understanding the experiences and attitudes of this population as they begin to plan for their own care and interact with the long-term care system to provide care for loved ones, we examine their understanding of the long-term care system, their perceptions and misperceptions regarding the likelihood of needing long-term care services and of the cost of those services, and their attitudes and behaviors regarding planning for long-term care.

The vast majority of people in need of long-term services and supports (LTSS) want to live in their own homes and communities. States have made progress in providing greater access to home and community based services (HCBS) for people with low incomes. Many states have also conducted studies to ensure that HCBS are cost effective. This report contains a summary of a collection of relevant state studies as well as Web links. The study shows states have contained costs as they expanded HCBS.

Review a comparative nationwide longitudinal study of public financial commitments and programmatic trends in services and supports for people with IDD which is funded by the Administration on Intellectual and Developmental Disabilities. The project maintains a 35-year longitudinal record of revenue, spending, and programmatic trends in the 50 states, the District of Columbia, and the US. The ACL website brings together three agencies within the Department of Health and Human Services: Administration on Aging, Administration on Intellectual and Developmental Disabilities, and Office on Disability. The new website offers resources about programs, services and issues facing persons with disabilities, older adults, and family caregivers. Site features include current issues, assessable icons to learn about ACL programs and information spread to the disability and aging communities.

Injuries are the third leading cause of death nationally, and the leading cause of death for Americans between the ages of 1 and 44. This report concludes that millions of injuries could be prevented each year if more states adopted additional research-based injury prevention policies, and if programs were fully implemented and enforced.

This brief examines Medicaid's key role in meeting the long-term care needs of seniors in the United States, particularly those with limited incomes. Medicaid is the nation's primary payer of long-term services and supports, and state Medicaid programs provide a range of long-term care services. The brief includes state-by-state data on Medicaid enrollment and expenditures for elderly beneficiaries.

As 2014 approaches, many states are preparing for implementation of the major provisions of the Affordable Care Act (ACA) law, including a new streamlined Medicaid enrollment system and, at states' option, the expansion of Medicaid. It has been found that nearly all states are pressing forward with information technology and process improvements to develop faster, streamlined Medicaid enrollment systems, whether or not the state elects to expand Medicaid coverage under the law.

This survey provides national, statewide, and area specific, within certain states (based on population), average daily rates for private and semi-private rooms in a nursing home, monthly base rates in assisted living communities, hourly rates for home health aide and homemaker services, and daily rates for adult day services as well as the range of rates in each area surveyed.
