Review a new survey of organizations that provide services within the I&R/A Network. The following themes emerged from the survey: aging and disability networks continue to integrate; the use of technology in I&R/A service delivery is slow to develop; the role of I&R/A organizations is expanding; and there are opportunities for improved coordination and quality service delivery. Review the recommendations that address these themes.

State aging and disability agencies have operated within a tumultuous environment for the past several years. It has become increasingly more difficult to reconcile the needs of older adults and people with disabilities with the resources available to address those needs. Five themes are identified from the 2012 state of aging and disabilities surveys, which include the acceleration of Medicaid managed long term services and supports and continuing loss of historical knowledge around the nation.

There has been effort to create standards for senior centers at a state level. Many State Units on Aging (SUAs) coordinate with Area Agencies on Aging (AAAs) to fund, develop, and foster these standards. This report summarizes findings from a survey of 38 states concerning various areas related to senior centers, including funding sources, operational guidelines, and required services. Most states reported some common practices and 16 states provide guidance for their senior centers.

The findings from a fourth economic survey of the state units on aging conducted in May 09 revealed that despite the funding provided by the American Recovery and Reinvestment Act of 2009, 60% of states must reduce their agencies' budgets for FY10. While ARRA funding allowed states to maintain food and nutrition programs, over 20% of states indicated they will cut back services and programs include Older Americans Act, disability, Medicaid, and home- and community-based services and supports.

The recession continues to affect state programs for older individuals and adults with physical disabilities. Demand for publicly funded services has grown, and resources, including staff, are stretched thin, according to this new 50-state study. 31 states have cut non-Medicaid aging and disability services programs in FY 2010, and 28 states were expecting to cut these programs in FY 2011. Once a decade this conference meets to make aging policy recommendations to the President and Congress and to assist the public and private sectors in promoting dignity, health, independence, and economic security of current and future generations of older persons. The 2005 session occurred as the first wave of the baby boom generation prepared for retirement, creating an important opportunity to creatively assess aging. This data brief provides a national view of the transition planning process undertaken during high school with and for youth with disabilities as they prepare for life after school. The information reported comes from a mail survey of school personnel conducted as part of the National Longitudinal Transition Study-2 (NLTS2). Findings from NLTS2 generalize to youth with disabilities nationally who were 13-16 years old, to each of 12 federal disability categories, and to each age group.

This innovative disability and health data tool uses data from the Behavioral Risk Factor Surveillance System (BRFSS) to identify disparities in health between adults with and without disabilities. Find data on a range of health indicators for your state and compare the health of adults with and without disabilities and certain health conditions. This issue brief uses the most recent comprehensive data, from 2009, to examine the characteristics and costs of dual-eligible beneficiaries. The report also examines the different payment systems that Medicare and Medicaid use to fund care for dual-eligible beneficiaries and recent efforts at the federal and state levels to integrate those payment systems and coordinate the care between both programs. Given the high cost of dual-eligibles, legislative solutions are reviewed.

Few employer-sponsored and private insurance plans offer the range of services that workers with disabilities may need. Medicaid Buy-In programs are a viable option that allows these workers to receive needed services without spending down for Medicaid. This report describes findings from a study of characteristics and service utilization of higher-income enrollees compared to regular Medicaid enrollees. Providing these programs may keep higher-income workers with disabilities employed.
