Once a decade this conference meets to make aging policy recommendations to the President and Congress and to assist the public and private sectors in promoting dignity, health, independence, and economic security of current and future generations of older persons. The 2005 session occurred as the first wave of the baby boom generation prepared for retirement, creating an important opportunity to creatively assess aging. This data brief provides a national view of the transition planning process undertaken during high school with and for youth with disabilities as they prepare for life after school. The information reported comes from a mail survey of school personnel conducted as part of the National Longitudinal Transition Study-2 (NLTS2). Findings from NLTS2 generalize to youth with disabilities nationally who were 13-16 years old, to each of 12 federal disability categories, and to each age group.

This innovative disability and health data tool uses data from the Behavioral Risk Factor Surveillance System (BRFSS) to identify disparities in health between adults with and without disabilities. This issue brief uses the most recent comprehensive data, from 2009, to examine the characteristics and costs of dual-eligible beneficiaries. The report also examines the different payment systems that Medicare and Medicaid use to fund care for dual-eligible beneficiaries and recent efforts at the federal and state levels to integrate those payment systems and coordinate the care between both programs. Given the high cost of dual-eligibles, legislative solutions are reviewed.

Few employer-sponsored and private insurance plans offer the range of services that workers with disabilities may need. Medicaid Buy-In programs are a viable option that allows these workers to receive needed services without spending down for Medicaid. This report describes findings from a study of characteristics and service utilization of higher-income enrollees compared to regular Medicaid enrollees. Providing these programs may keep higher-income workers with disabilities employed.

In an effort to assist state agencies in planning for the specific behavioral health needs of emerging populations in their state, this toolkit provides state and national estimates of behavioral health disorders and program utilization, as well as step-by-step instructions to generate projections of health benefits, services and providers that will need to be addressed in the future. This resource can be helpful for mental health and substance use agencies, health plans, and Medicaid agencies.

This annual summary uses information from the US Census Bureau, the National Center for Health Care Statistics, and the Bureau of Labor Statistics to display the demographic shift, as well as the health, geographic distribution and economic changes of those over 65 in the United States. This report found that 13.3 percent of the population is 65 and older, but this demographic is expected to grow to 21 percent by 2040. Changes from previous summaries are analyzed and projections are made.

With a focus on understanding the experiences and attitudes of this population as they begin to plan for their own care and interact with the long-term care system to provide care for loved ones, we examine their understanding of the long-term care system, their perceptions and misperceptions regarding the likelihood of needing long-term care services and of the cost of those services, and their attitudes and behaviors regarding planning for long-term care.

The vast majority of people in need of long-term services and supports (LTSS) want to live in their own homes and communities. States have made progress in providing greater access to home and community based services (HCBS) for people with low incomes. Many states have also conducted studies to ensure that HCBS are cost effective. This report contains a summary of a collection of relevant state studies as well as Web links. The study shows states have contained costs as they expanded HCBS.

Review a comparative nationwide longitudinal study of public financial commitments and programmatic trends in services and supports for people with IDD which is funded by the Administration on Intellectual and Developmental Disabilities. The project maintains a 35-year longitudinal record of revenue, spending, and programmatic trends in the 50 states, the District of Columbia, and the US.
