Do you currently employ anyone with a physical or mental disability? Business owners and decision-makers across the state of Maine were asked questions regarding the employment of people with disabilities in that state. This is the summary of the 432 surveys collected.

PHI Policy Works has released an updated State chart book on wages from personal and home care aides, 1999-2008. The chart book tracks wages in all 50 states and the District of Columbia for the period 1999-2008. It shows that nationally, the median real wage (adjusted for inflation) for personal and home care aides has decreased by 3 percent over nine years, from $7.50 to $7.31.

How can states use debit cards in their consumer-directed purchasing programs? The Sept 2009 Community Living Partnership TA Call addressed this financial management question. States have used pre-paid plans as part of their MFP and CLP grants. Review a matrix of pre-paid card companies and their methods for spending. Also included is a Proposed Procedure for Debit Card Purchases developed for the Veterans-Directed Home and Community Based Services Programs.

Integrated Care Programs launched in five states in 2005 to coordinate acute and long-term services received by people enrolled in both Medicare and Medicaid. States were granted $100,000 and technical assistance focused on performance measurement, rate setting and risk adjustment, and administrative simplification. Here, state programs are evaluated, federal progress in integrated care is surveyed, and future considerations are identified.

Nearly every state provides at least some funds for services for low-income older adults or people with disabilities who have too many assets to qualify for Medicaid. AARP reports on how much each state spends on both multiservice and single-service programs. It also compares funding sources, eligibility criteria, services, cost management strategies, consumer direction, and other characteristics.

Medicaid currently fills in the gaps in Medicare’s benefit package for 8.8 million enrollees with limited income and resources (dual eligibles). Shifting aspects of this financing to the Federal government could save states money and create opportunities for better care management and coordination. Data tables show how much each state could save if certain financing roles were shifted.

Three key issues affecting the understanding of low rates of successful employment outcomes for people with mental illness are explored. These are: lack of a common definition of successful employment; lack of clear, objective, standardized data; and differences among states and programs in measuring client characteristics. Peer critiques to the data and analysis are provided along with tables comparing employment outcomes by state.

Money Follows the Person (MFP) programs only target 0.9% of the people that could be eligible for transitioning out of institutions each year. However, there is a potential to increase rates to 15-40% annually depending on quality of program implementation, who is targeted, and how successful states are in overcoming barriers to transitioning high-needs people. The report looks at grantee states’ potential for accomplishing this rate increase.

This chart book describes the current demand for long-term care of the elderly and disabled within our health care system, and the challenges this poses for this particular area when it comes to reforming our healthcare system.
