MIG Work Plans and Activities - District of Columbia

How are states educating Disability Services providers and other project stakeholders on their MIG plans? Attached are two diagrams of the components and status of MIG projects and activities used in the District of Columbia during planning meetings. Providing Long Term Services and Supports in a Managed Care Delivery System: Enrollment Authorities and Rate Setting Techniques

While 1915(c) waivers are a prominent vehicle for the delivery of HCBS, they are not the only mechanism available to States. CMS developed a technical assistance paper that outlines the enrollment authorities that States may consider when designing managed HCBS programs, the review and approval process for each, and rate setting techniques that may be useful. The appendix offers a useful chart outlining the authorities, including their key flexibilities and limitations.

Overview of the Community First Choice Option

Find a chart that summarizes the Patient Protection and Affordable Care Act, Community First Choice Option. This legislation amends 1915 of the Social Security Act to allow States to provide “Community-Based Attendant Services and Supports”. Information regarding financing, eligibility, scope of services, system design, quality management, evaluation and stakeholder involvement are included.

Master Matrix of Utah Work Incentives - Utah

Promoting work incentives for the disabled is one way that Utah is using it's MIG grant to expand it's employment possibilities for its disabled population. They did so through a variety of programs, including Utah Benefits Planning Assistance and Outreach (WIPA / BPAO) and Employment Personal Assistance Services (E-PAS). A detailed list of Utah's various work incentives, with helpful program information could be useful to other states and is available for download here.

Medicaid Long-Term Supports and Services in Maryland

This series of chart books summarizes demographic, service utilization, and expenditure data for state fiscal years 2001 through 2008 on three Maryland Medicaid waiver programs — Older Adults, Living at Home, and Autism, and on nursing facility utilization among Maryland Medicaid recipients. These books are now available to the public online to monitor trends in these programs.

This spreadsheet was developed for Vermont's Flexible Choices program and it allows you to put in the basic client demographics as well as the key elements to their budget development and then automatically creates the other forms you need to complete a budget. Included are: the Intake Sheet, the Budget Sheet, the Allowance Form, and a Rate Calculator.

Healthcare for Workers with Disabilities: Supporting and Encouraging Employment

In an effort to understand the services and strategies that sustain employment, the state of Washington conducted an evaluation of Washington’s Healthcare for Workers with Disabilities Program. This program is the state’s version of Medicaid Buy-In, and the results show that enrollees are working more hours, earning more money, paying health insurance premiums, contributing more in taxes relying less on food stamps.
