State Perspectives on Emerging Medicaid Long-Term Care Policies and Practices

The purpose of this survey analysis is to provide states with an overview of the implementation of these DRA changes across the country, specifically in terms of Long-Term Care services and the steps the states have taken. Findings address eligibility, Children with Disabilities, Money Follows the Person, HCBS State Plan Amendments, Transition from Institutions, Managed Care, SPA for Personal Care Services, Cash & Counseling, Care Coordination, Disease Management and Long-Term Care Reform.

MI-CEO Presentations on Employment of People with Disabilities in Massachusetts

A series of presentations, funded by the MI-CEO grant, discuss a variety of issues related to the employment of people with disabilities in Massachusetts. Topics covered include: rates of unemployment, barriers to employment, ways to overcome barriers, the relationship of programs and services (e.g., MassHealth and Medicaid Buy-In) to employment efforts, recommendations from agency leaders, and implications for MI-CEO.

Family Caregiving: State Of The Art, Future Trends Conference

At this conference held in Chicago in March 07, experts from research, policy and practice considered critical questions in long-term caregiving. What is different now than in the past? How can we address the key challenges for family care in the decades ahead? The Proceedings, which cover both plenary sessions and workshop panel presentations, conclude with a summary of recommendations put forth and also highlight policy issues and progress in the field.

Supporting Transitions for EPSDT Eligible Children in Foster Care with Emotionally Based Problems in the District of Columbia

The focus of this grant is youth in the child welfare system ages 15–21 years with significant emotionally based problems. The goal to ensure that the “aging out” foster youth, transition into adult support and services smoothly and appropriately - focusing on the youth’s choice of living environment, provider of service, and quality care. The project was funded Sept. 2004-Sept. 2007. Review the projects goals, activities, status, core elements, gains and challenges, and steps to moving forward.

The Impact of Premium Changes on CommonHealth-Working Enrollment

In 2003, Massachusetts substantially increased premiums charged to enrollees in its CommonHealth-Working (CH-W) program. This study evaluates the impact of the premium change on enrollment. Findings indicate the premium increase had a small, but statistically significant impact on program exits. Key factors as to why the CH-W experience differs from other state programs experiencing similar enrollment declines are discussed. A report and presentation of the study are included.

Service Documentation Workshop

Developed through Oregon's 2004 Real Choice Grant, Integrating Long-Term Supports with Affordable Housing, this presentation is part of an interactive workshop with mental health staff to address issues and barriers surrounding the documentation of service delivery in community and in-home settings. The workshop covers how services are reimbursed through Medicaid, delineates the requirements that must be met for service documentation, and also allows time for group participation and practice.

Transportation Disadvantaged: Progress in Implementing the New Freedom Program Has Been Limited, and Better Monitoring Procedures Would Help Ensure Program Funds Are Used as Intended

The Government Accountability Office (GAO) has released detailed briefing slides from a presentation on the New Freedom Program. The GAO examined the extent to which the Federal Transit Administration (FTA) has implemented the program and how FTA monitors program performance. The New Freedom Program is designed to support new public transportation services and alternatives beyond those required by the ADA. Review the progress, developing policies and procedures.

Medication Assistance Best Practices: Housing Think Tank Call

The majority of people who are elderly and/or people with disabilities live out their lives in independent housing. Many utilize medications to maintain optimal health and improve their quality of life. Unfortunately, adverse medication events cost about $120 billion annually and result in illness, hospitalizations, stress on the individuals and their families, and premature deaths. Vermont is attempting to do something about this problem through their CMS Real Choices Supportive Housing Grant.
