Results of the Maine Experience Survey Adults with Physical Disabilities Consumer Directed Waiver

As part of the Real Choice grant activities, Maine identified the need for a survey of consumers on the Consumer Directed Physically Disabled Waiver. This report provides the results of the in-home survey that was conducted by the Muskie School. The survey results identified some areas of focus and opportunities for increased training. Based on survey results, changes were made to the emergency back up plans, training with adaptive equipment and CNA registries.

Florida Medicaid Waiver: Key Program Changes and Issues

In October 2005, CMS approved a Section 1115 waiver, allowing fundamental changes in their program. This fact sheet summarizes the main themes of Florida's Medicaid waiver and discusses key issues for consideration in assessing the waiver's impact. The state is looking to increase personal responsibility, market competition, and participation in private coverage.

Evaluation of Ohio\'s PASSPORT Program: Request for Proposal

The Ohio Department of Aging (ODA) is seeking proposals from parties interested in organizing and executing an independent evaluation of PASSPORT (Preadmission Screening System Providing Options and Resources Today), the state's home and community-based services Medicaid waiver program. The program provides in-home alternatives to nursing home care for low-income seniors. The RFP and supporting material serve as an example of the products necessary to produce during a proposal process.

CMS Letter: 1915 (c) Waiver Application; Instructions and Technical Guide; Resource documents; CMS Review Instrument; Quality Toolkit

Quality Communication #10 represents another in a series of CMS communications to support state efforts to improve the quality of services and supports. The letter announces the final revised working draft of the 1915 (c) Waiver Application, Instructions and Technical Guide, Resource Documents, and the CMS Review Instrument. This is the version that CMS is currently automating for use as a web-based application available for use in early February 2006.

West Virginia Real Choice Youth Transition Program: Request for Proposals

The WV Real Choice program is providing incentive funding to parent/family based organizations. The funds will be awarded to organizations such as Parent Educator Resource Centers, WV Parent Training and Information, Family Resource Networks and other family-based organizations to implement best practices in middle and secondary education regarding youth transition that use a person-centered approach. This RFP is an great example for other states structuring similar requests.

Personal Assist Recruitment Video

This video was produced & directed by the Connecticut C-PASS grantee, UCONN Center on Disabilities, with assistance from consumers & PCAs participating in various HCBS waiver programs. Included are perspectives from individuals & family members representing various disabilities & ages, explaining why personal assistants are important parts of their daily lives, & why being a personal assistant can be a challenging and rewarding career. The recruitment tool will be available in various formats.

Medicaid Budgets, Spending and Policy Initiatives in State Fiscal Years 2005 and 2006

The 50-state annual survey of budget conditions and Medicaid cost containment actions in FY2005-06 shows that all states implemented and planned more Medicaid cost-containment actions, but are also implementing expansions as the gap between Medicaid spending growth and state tax revenue narrowed.

2005 Real Choice Systems Change Grant Awards

As part of the New Freedom Initiative, 17 states have been awarded Real Choice System Changes grants. The $25.8 million in grants is to help people of all ages with disabilities or long-term illnesses live in their homes and participate fully in community life. Aged/Disabled Medicaid HCBS Waiver Programs and Family Caregiving

This Issue Brief summarizes the results of a recent descriptive study, Medicaid and Family Caregiving: Services, Supports and Strategies Among Aged/Disabled HCBS Waiver Programs in the U.S. (Feinberg & Newman, 2005). This issue brief is the first to characterize and analyze the role of Medicaid HCBS waiver programs in supporting family and informal caregivers of frail elders and adults with disabilities. The brief highlights key findings and summarizes conclusions.
