The accompanying two tables and two graphs present data on Medicaid 1915(c) Home and Community-Based Services (HCBS) waiver expenditures from Federal Fiscal Years 1995 through 2001. This is the second annual memo we have produced on Medicaid spending for individual HCBS waivers. As we did last year, we have classified each waiver by target population to present information on the distribution of HCBS waiver expenditures across long term care populations.

The data presented in these files is based upon HCFA reports which states submit to the Centers for Medicare and Medicaid Services (CMS). The HCFA 64 report is the form used by the states to claim Federal Financial Participation (FFP) for state Medicaid outlays, and is audited by the Federal government. It is therefore considered one of the more reliable sources of information on state Medicaid spending.

This memorandum presents data on Medicaid long term care expenditures in Federal Fiscal Year 2002 (September 2001 through September 2002). The accompanying tables present data on Medicaid Expenditures for Long-Term Care services from 1990 to 2002.

This Promising Practices Bulletin highlights a Consumer Outcomes Survey administered annually annually to a random sample of waiver participants by Family Care, Wisconsin’s Medicaid managed long-term care waiver. The State shares information garnered from the surveys with the Care Management Organizations and uses the information to monitor changes in outcomes over time.

Wisconsin launched a new initiative called Family Care that redesigns its long term supports system by concurrently reducing its complexity & increasing participant choice. One of its most groundbreaking features is the way it concretely translates into policy the principle of “money following the person” by creating for program participants an entitlement to both community supports & institutional care. This report looks at how the state uses single point of entry & person centered services.

The Formative Evaluation of the Real Choice Systems Change Grants evaluates how the Systems Change grantees are progressing towards meeting their goals. The Formative Evaluation identifies problems faced by the grantees and ways that they deal with the problems. The purpose of this report is to describe the progress fiscal year (FY) 2001 Grantees have made on their activities during the first year of the three-year Grant period (October 1, 2001 through September 30, 2002.)
