This purpose of this teleconference was to discuss options for combining Medicaid long term care funding and expanding the scope of long term care services. The call was organized in response to a need identified by a grantee and included states that were available and had relevant experience with the questions being raised.

Systems Change Grants for Community Living: Compendium Second Edition

The Compendium contains basic information about each of the Systems Change Grantees. Each section is alphabetical by state. Information for each state includes: the name of the grantee organization, the title of the grant, the type of grant, the amount awarded and fiscal year awarded, the primary contacts for each grant, the target populations to be served under the grant, the primary goals and activities of each grant project, and a brief description of the grant activities.

Summaries of the Systems Change Grants for Community Living- FY 2002 Grantees

The Formative Evaluation of the Real Choice Systems Change Grants evaluates how the Systems Change grantees are progressing towards meeting their goals. Medicaid HCBS Study Reports

Reports from the CMS Centers for Medicare and Medicaid Services (formally known as HCFA) Medicaid HCBS Study of the impact of Medicaid home and community based services programs on quality of life, quality of care, utilization and cost. The research project will study the financing and delivery of services to older and younger people with disabilities and the Medicaid financing and delivery of services for individuals with mental retardation and developmental disabilities (MR/DD) in six states.

Home and Community-Based Services in Seven States

This report details a CMS-funded study conducted in Alabama, Indiana, Michigan, Washington, Wisconsin, Maryland, Michigan and Kentucky to assess the major features if the home and community-based services systems for older people and younger adults with physical disabilities in each State. The role that Medicaid plays in home and community-based services is a major focus of the study.

Wisconsin Family Care Implementation Process Evaluation Report

This report is focused on the status of Family Care implementation in WI. It contains background information on the Family Care program, as well as evaluative information on the development of each pilot project. The report also contains a glossary of terms and a research methodology section that demonstrates the contacts made by The Lewin Group in the five pilot counties—Fond du Lac, La Crosse, Milwaukee, Portage and Richland—in order to assess the current status of the Family Care program.

State Long-Term Care: Recent Developments and Policy Decisions, 2002 & 2003

In these reports, the National Conference of State Legislatures (NCSL) traces the budget issues that states confronted in 2002 & 2003 and examines how they addressed those issues. The report also describes long-term care legislation enacted in 2002 & 2003 and long-term care planning work that is under way in many states.
