The Workforce Investment Act (WIA) is the largest source of federally-funded employment and training services. WIA allows states to apply for waivers of WIA regulations to provide greater flexibility in serving the needs of local populations. The Department of Labor approved more than 750 state-requested waivers of statutory and regulatory requirements between 2008-2010. This report evaluates selected waivers during the time period to examine the possible effects of waiver implementation.

The Senate Finance Committee asked GAO to analyze states' requirements and practices for assessing the financial eligibility of applicants for Medicaid long-term care coverage. This report presents findings on the extent to which states (1) require documentation on assets from applicants, (2) obtain information from third parties to verify applicants' assets, and (3) obtain information about applicants' assets that could be used to implement eligibility-related DRA provisions.

This document describes D.C.’s plan on aging in accordance to Older Americans Act requirements. The plan describes the mission, organization, and strategies of D.C.’s Office on Aging (DCOA) and how it plans to coordinate and administer supportive services for its aging adults. Amongst some of the goals for FY11-12 is empowering older adults to make informed decisions, enabling seniors to remain in their homes, and preventing abuse and neglect. This report serves as a follow-up to the 1995 Institute on Medicine (IOM) report which argued for an ombudsman program to address the quality of care in long-term institutional settings. This study investigates the role and effectiveness of the State Long-Term Care Ombudsman Programs (LTCOPs) in improving care. The Older Americans Act of 1965 created the National Aging Network with many states adopting Area Agencies on Aging at the local level. This brief is a summary of two surveys regarding states’ monitoring practices of their Area Agencies on Aging (AAAs) and states’ spending rules for their AAAs. All states with Area Agencies on Aging which were surveyed reported that they conduct some monitoring, and most differed in their rules concerning excess funds.

Section 1115 waivers provide states an avenue to test new approaches in Medicaid that differ from federal program rules. Waivers can provide states significant flexibility in how they operate programs and can have a significant impact on program financing. As such, waivers have important implications for beneficiaries, providers, and states. This brief provides an overview of Section 1115 waiver authority, the waiver approval process, and recent waiver activity and discusses the implications.
