Working with Disability - Medicaid Expenditures In Brief

To assist the CMS in monitoring the Medicaid Buy-In program, Mathematica has developed a series reports and policy briefs that present quantitative measures of participation in the program. For both the issue briefs and the statistical profile, researchers built a new longitudinal person-level database on Buy-In participants that contains information provided by the states as well as data from the SSI and SSDI programs and from Medicaid and Medicare programs.

Center for Workers with Disabilities (CWD) Website

The Center for Workers with Disabilities is a technical assistance center for states enhancing or developing employment supports programs for working persons with disabilities; most of the 30 plus states supported by the Center are supporting employment supports development with Medicaid Infrastructure Grant (MIG) funds established under the Ticket to Work and Work Incentives Improvement Act of 1999 (P.L. 106-170). The Interaction of Policy and Enrollment in the Medicaid Buy-In Program, 2005

This report, the latest in a series on participation in the Medicaid Buy-In program, presents a snapshot of the program in 2005 that captures the interplay of policy features, enrollment trends, and participant characteristics that have made the program what it is today. Moving away from the aggregated data used in previous studies, the analysis for this report is based on individual-level data provided by states to CMS through “finder files.”

Reaching Out to Elderly Minorities, Immigrants, and Refugees

Iowa offered this web-based seminar to assist senior Medicare patrols in educating and reaching out to diverse older populations. There are three presentations which offer information on demographics and outreach. Certain specific populations are addressed including Asians, Eastern Europeans, East Africans, and Religious Communities, African Americans, Latinos, and Native Americans.

Memorandum of Understanding (MOU): Montana’s Medicaid office and ADRC

This agreement represents a mutual understanding and establishes a partnership for meeting the goals of the State’s Aging and Disability Resource Center grant. The parties to this understanding are Senior and Long Term Care Division and its Aging Services Bureau and the Home and Community Services Division and their local contractors and offices in the areas that the ADRC is being implemented. The agreement outlines the background and the general responsibilities of each party.

ADCR-TAE Fact Sheet: How to Secure Medicaid Federal Financial Participation (FFP) for ADRC Functions: The Basics

The federal government will match expenditures that it deems necessary to support the “efficient and effective” administration of the Medicaid program. This administrative federal financial participation (FFP) is typically 50% of the costs, but in certain cases, enhanced match of up to 90% is available. Medicaid administrative activities can include many of the ADRC functions.

This paper explores one approach to merging the worlds of housing and long-term care clustered housing-care. Clustered housing-care arrangements make it possible for individuals to age in place in secure, comfortable, residential-like settings. Personal Assistance Services for Individuals with Serious Psychiatric Disabilities: Training Curriculum

This curriculum to train personal assistants has two elements: a competency or skill development component and a didactic or knowledge development component. The skill development components include Connecting, Coaching, Collaboration, and Managing Crises. The knowledge development component is a web-bases curriculum entitled Personal Assistance Services for Individuals with Serious Psychiatric Disabilities.
