PAS Center offers state-by-state participant and expenditure data for all of Medicaid and the three main HCBS programs: 1915(c) waivers, home health, and state plan personal care. The December 2008 update provides 2005 data complemented by survey results related to program policies and provider reimbursement rates.

Recessions deliver a one-two punch to Medicaid by undercutting available public funds and increasing demand for services. This policy brief presents several options for strengthening Medicaid during these periods. Options outlined include: directing federal funding support; quickly reauthorizing SCHIP; simplifying enrollment; easing burdens imposed by the process of proving citizenship; and expanding coverage to those hit hardest by recession.

This compendium describes regulatory provisions and Medicaid policy for residential care settings in all 50 states and the District of Columbia. It updates an earlier report completed in 2004. This provides an overview of residential care and assisted living policy, a comparison of state’s policy in selected areas, and summaries of each state's regulations for residential care settings, including assisted living facilities.

This evaluation assesses the impact of the "Home Health Aide (HHA) Partnering Collaborative" -- a quality improvement initiative implemented at the Visiting Nurse Service of New York -- in three main areas: patient outcomes, patient service use and aide job perceptions and retention.

This paper was used as a handout at a workshop, held as a catalyst for DALTCP's major new initiative to study ways to expand consumer choice and empowerment in obtaining personal assistance services.

Life is complicated; systems supporting people with developmental disabilities are even more complex. This guidebook is intended to help understand the many systems that may be encountered as a self advocate or someone involved in the life of an individual with a developmental disability. Like a car manual; some of this information may never be needed but if something happens the information is available. Other state programs can use this guidebook as a template to create a similar manual.

SAMHSA offers a series of reports entitled Building Bridges. This series details dialogues among stakeholders, including consumers, mental health-related providers, and policy-makers, to identify strategies to promote recovery and wellness for people with mental health problems. Topics include the faith community, addiction, criminal justice, primary health care, disaster response, students and college administrators.

One way Indiana communicates with HCBS waivers consumers is via this document. Updated periodically, it describes available waivers and what services they cover, eligibility requirements, quality assurance mechanisms and the rights of the consumer. It also provides instructions for applying, contact information for other HCBS resources, and tips on choosing good providers. The guide comes with a feedback and evaluation survey.

This paper reports the findings of a study to document and analyze selected best practices related to state administered home and community based services (HCBS) programs. Examination of the programs provided the context for examining two interrelated areas of policy interest: how states organize and deliver a range of HCBS within fixed budgets; and how eligibility determination, needs assessment, care planning and service authorization functions are structured and linked to one another.

Investing in the workforce has more benefits than improving the quality of care. The long-term care industry employs more people than nearly any other in the U.S. Direct-care jobs are the employment core of this industry and are among the nation’s fastest-growing occupations. Improving the quality of these jobs is not only vital to our social infrastructure, but has the potential to drive economic growth, particularly within low-income communities.
