Medicaid Managed Long-Term Services and Supports Expenditures

Since 1988, Thomson Reuters has produced annual reports on state Medicaid spending for long-term services and supports (LTSS). One limitation to the reports has been that LTSS spending provided through Medicaid managed care programs often is not identified. This report presents estimated Federal Fiscal Year 2008 and 2009 managed care spending not included in previous LTSS expenditures reports. These estimates are based on data provided by states with managed LTSS programs.

Care Management Practices in Integrated Care Models for Dual Eligibles

State-authorized health plans whose members are qualified to receive both Medicare and Medicaid benefits face administrative challenges. This study examines care management practices in four health plans that serve persons who are dually eligible. The authors describe how health plans operationalize their integrated care management approaches and identify a common framework for integrating care.

Medicaid HCBS Waiver Expenditures FY 2004 through FY 2009

This report is the latest in a series of annual reports that present expenditures data for Medicaid Home and Community-Based Services (HCBS) waivers authorized under Section 1915(c) of the Social Security Act. Table 1 presents reported Federal Fiscal Year (FY) 2009 expenditures for each HCBS waiver in effect during that year. Table 2 presents HCBS waiver expenditures data from FY 2004 through FY 2009 by state. The remaining tables present data according to the populations served in waivers.

Medicaid Long Term Care Expenditures FY 2009

This report is the latest in a series of annual reports on Medicaid long-term care expenditures. Table 1 presents national expenditures data for FY 1997–FY 2009. Tables A through T present state-by-state expenditures data for FY 2004–FY 2009 for specific categories of service. Tables U, V, and W present the distribution of each state’s LTC expenditures among institutional and community-based services.

Medicaid HCBS Waiver Expenditures FY 2003 through FY 2008

This report and tables present Medicaid 1915(c) Home and Community-Based Services (HCBS) Waiver expenditures data from Federal Fiscal Years 2003 through 2008. Each HCBS waiver is classified by population served in order to show the distribution of expenditures across long-term care populations. This report includes new target population categories to identify waivers that target particular developmental disabilities such as intellectual disabilities and autism spectrum disorders.

This report presents Medicaid long-term care expenditures data in Federal Fiscal Year 2008 (Oct 2007 - Sept 2008). Table 1 shows national data from 1996 - 2008. Other tables present state-by-state data for nursing homes, ICF/MR, state plan personal care, state plan home health, 1915(c) waivers, 1115 waivers that provide HCBS, and other Medicaid services.

Medicaid Coverage of Peer Support for People with Mental Illness: Available Research and State Examples

This report summarizes available research to date regarding the effectiveness of peer support and presents State examples of peer support within three different Medicaid authorities (State Plan, 1915(b), and 1915(c)). State Medicaid Agencies and their partner mental health agencies can find guidance here for efforts to incorporate peer support into Medicaid programs.

HCBS Quality Requirements Grid: A Technical Assistance Tool

In an effort to address integration across CMS Home and Community-based Services Programs, CMS worked with its National Quality Contractor to develop an this matrix. The Grid highlights specific quality requirements across HCBS program authorities that include program standards, measures, accountability, and sources of financing for quality activities. The tool is expected to be a helpful resource for planning purposes and for providing technical assistance to states and researchers.
