Medicaid Long Term Care Expenditures FY 2007

This memorandum presents data on Medicaid long-term care expenditures in Federal Fiscal Year 2007 (Oct 2006-Sept 2007). Table 1 presents national data on Medicaid expenditures for Long-Term Care from 1995-2007. Other tables present state-by-state data for Nursing Homes, ICF/MR, Personal Care, HCBS Waivers, Home Health, Home Care, 1115 Waivers focused on HCBS, and other Medicaid services.

State Promising Practices Related to Medicaid Exception Trusts

Medicaid exception trusts are generally exempt under federal law from the usual rules of counting trust income and resources. A Special Needs Trust (SNT) is a type of exception trust established by certain third parties for the benefit of a disabled individual under age 65. This report highlights examples of state laws, forms, eligibility rules, and operating practices states use to properly administer the statutory SNT provision and make recoveries.

Promising Practices in HCBS: Maryland - Encouraging Evidence-Based Practices in Supported Employment

Maryland's vocational rehabilitation and mental health agencies jointly promote supported employment evidence-based practices (EBP) for people with mental illness. The state provides a payment for EBP services and monitors fidelity to EBP. Training, technical assistance, and small, time-limited grants have assisted providers transitioning to EBP. More than two-thirds of Maryland’s supported employment providers either have adopted EBP or are implementing these practices.

1915(c) Waiver Application - The web-based application

Launched on November 17, 2006, this website assists states in applying for their waiver. The site offers training materials, a migration protocol, a copy of the application, and a technical guide. Many questions can be answered in the FAQ section. The application can be downloaded as an html file in order to save your work. States can also allow CMS to view a draft before submitting a final copy.

Each HCBS waiver is classified by population served in order to show the distribution of HCBS waiver expenditures across long term care populations. This year's memo also identifies which waivers exclusively serve children.

Promising Practices in HCBS: Delaware - Supported Employment for Adults with Autism Spectrum Disorders

Delaware has helped several adults with autism spectrum disorders (ASD) work alongside people without disabilities, using both supported and competitive employment. The state emphasizes early transition planning for youth graduating from the school system. It also provides additional hours of support for Medicaid home and community-based services (HCBS) waiver participants with a history of significantly challenging behaviors. Over 50 waiver participants with ASD are employed in the community.

Promising Practices in HCBS: Connecticut – Pilot Program for Young Adults with Autism Spectrum Disorders

Connecticut is operating a state-funded home and community based services pilot program to help adults with Autism Spectrum Disorders (ASD) gain the skills to become contributing members of the workforce. The program serves people with ASD who do not qualify for the State’s Medicaid home and community-based services waivers. This pilot program targets individuals who need continued supports to pursue employment opportunities and improve their independent living.
