Defining Respite Care

This technical assistance document is the first in a series of papers that examines issues pertaining to respite services as part of the Medicaid program. By reviewing the prevalent definitions of respite in the published literature and federal documents, we seek a consistent view of respite services that can be used in the development of administrative policies to support respite for Medicaid HCBS beneficiaries and their informal caregivers.

Money Follows the Person: Reducing Nursing Facility Utilization and Expenditures to Expand Home- and Community-Based Services

This issue brief will present several approaches that attempt to tackle the underlying challenge of reducing nursing facility utilization and expenditures. These range from modifying the nursing facility reimbursement methodology; to converting nursing facilities to assisted living centers, paying nursing facilities to take beds off-line, and using capitated managed long-term care; to approaches with theoretical promise that have yet to be adopted in any state.

A Series of Issues Briefs on Strengthening Systems of Care for Children and Adolescents with Severe Emotional Disturbance

These briefs have been developed to assist the CMS Real Choice grantees who are focusing on strengthening systems of care for children and adolescents with severe emotional disturbances. Five briefs are included in the set. The briefs focus on assessment of children, therapeutic foster care, wraparound services, flexible funding, and multisystemic therapy.

Using the Minimum Data Set (MDS) to Facilitate Nursing Home Transition

Consumer advocates and state leaders have been exploring ways to identify nursing home residents who want to return to their homes and communities. One effort involves the potential use of the Long Term Care Minimum Data Set (MDS), particularly Section Q, which addresses residents’ discharge preference. This technical assistance document provides practical information about how state agencies can use these federal data on nursing home residents to improve their nursing home transition efforts.

Home and Community-Based Services: Quality Management Roles and Responsibilities

This is the first in a series of papers synthesizing the ideas and practices of states as they improve the quality of home and community based services (HCBS) and supports for older persons and persons with disabilities. Building on the experiences and challenges of the QA/QI Systems Change grantees, the paper addresses four fundamental questions about quality management. The intent is to provide an account of current practice, and a structure for how states view their options.

Making Medicaid Work for the 21st Century Report

Improving Health and Long-Term Care Coverage for Low-Income Americans This report—the product of a year-long effort to identify changes that would make the 40-year-old Medicaid program more effective—was developed in collaboration with a workgroup of state officials and national experts. The group’s final recommendations identify numerous opportunities for improving the program and are focused on three key areas: eligibility, benefits and financing.

Report from Focus Groups with Mainers About the Dirigo Health Plan

To keep states abreast of Maine’s efforts to achieve comprehensive health policy reform, the Governor’s Office of Health Policy and Finance has partnered with NASHP to chart the progress and implementation of the Dirigo Health Reform Act. There were multiple goals for this study and NASHP and LSPA identified five groups of key stakeholders to interview. This report presents the research of six focus groups.

Designing Maine’s DirigoChoice Benefit Plan

To keep states abreast of Maine’s efforts to achieve comprehensive health policy reform, the Governor’s Office of Health Policy and Finance has partnered with NASHP to chart the progress and implementation of the Dirigo Health Reform Act. This issue brief addresses benefit design of the health plan, DirigoChoice designed to provide Maine businesses that have 50 or fewer eligible employees, the self-employed, and individuals with an affordable, high-quality option for health coverage.

Promoting Young Children\'s Healthy Mental Development: News Brief

This brief summarizes presentations made at NASHP’s 17th annual state health policy conference during a session on “Promoting Young Children’s Healthy Mental Development.” The session focused on the evidence base, state program highlights, a discussion of the ABCD program, and ways to use the Medicaid program to better support early childhood social and emotional development.
