Long-Term Care in Balance: The Role of Medicaid Policy in Pennsylvania

The proportion of long-term care spending that goes to institutional care has been dropping over time, from 81 percent in 1995 to 63 percent in 2005. However, there remains significant concern that many people who would prefer to receive care in the community are unable to do so because of what has been termed the ‘institutional bias’ of Medicaid. This report discusses the issues surrounding efforts underway to shift the balance toward HCBS in the state of Pennsylvania.

Consumer Recipient Survey Reports – 2007 & 2008

Looking for a way to gauge consumer satisfaction in self-direction programs? The state of Virginia Department of Medical Assistance Services (DMAS) conducts an annual Consumer-Directed Recipient Satisfaction Survey, to monitor the performance of the fiscal agent and to provide DMAS with feedback to assist in the development and implementation of quality improvement strategies. The first and second year statewide survey and findings from 2007 and 2008, are available below.

Medicaid Home and Community-Based Service Programs: Data Update

Developing HCBS alternatives to institutional care has been a priority for many state Medicaid programs over the last three decades. While the majority of long-term care dollars still go toward institutional care, the national percentage of spending on HCBS has more than doubled from 19 percent in 1995 to 41 percent in 2007. This article presents a summary of the main trends to emerge from the latest (2006) expenditures and participant data for the three main Medicaid HCBS programs.

Innovations Clearinghouse on Family Caregiving

FCA launched this online community promoting professional knowledge around families in their caregiving role. The site offers resources to help policymakers, professionals and family caregivers develop caregiver-friendly legislation or initiatives, implement caregiver support programs or services, and access information to enhance the delivery of quality care. Interactive site features include an online forum and user submissions.

2010 CLP and ADRC National Meeting- Call for Sessions

Community Living Program and Aging & Disability Resource Center grantees, and Veteran Directed Home and Community Based Services programs, evaluators, researchers, and other stakeholders are welcome to answer this call for proposals. Attendance is invitation only, but interested subject matter expert are encouraged to submit sessions and/or recommend a consumer to attend. Deadline is Dec. 15, 2009, “Changing Systems, Changing Lives” will be Feb. 22-24, 2010 in Alexandria, VA.

Person-Centered Planning Implementation Grants 18-Month Summary Report

In FY07 CMS awarded 13 PCP Implementation Grants. The purpose twofold 1) to change the basic model of care planning from one that is directed by the needs of institutions and provider agencies to one that responds to the needs of the individual, and 2) to assist states and territories in developing ways to identify the strengths, capacities, and preferences. This report presents factors that facilitated and/or impeded progress and how stakeholders were included in development and implementation.

Research on State Management Practices for the Rebalancing of State Long-Term Care Systems: Final Report

This report is the result of a study exploring management techniques and programs States have put in place to rebalance their Medicaid long-term supportive services. It summarizes the methods, products and findings of this project then suggests conclusions and recommendations for State officials, legislators, advocates, and providers and CMS on ways to increase and improve LTSS systems for people with disabilities, enhance participant choice, and reduce reliance on institutions.
