An Exploratory Study of Personal Assistance Service Choice and Decision-Making Among Persons with Disabilities and Surrogate Representatives

This report’s results suggest that surrogates can adequately represent consumer's views about satisfaction with personal assistance, and therefore provide encouragement to continue investigation of the utility of surrogate representatives. The study results also replicate previous findings that persons with cognitive impairments and persons with severe disabilities are able to express their preferences for everyday matters.

Addressing Liability Issues in Consumer-Directed Personal Assistance Services (CDPAS): The National Cash & Counseling Demonstration and Selected Other Models

Liability issues pertaining to consumer-directed personal assistant services are discussed in this report. Issues are divided into topics including consumer-worker relationships, the risk of fiscal agents, the risk of consultants, and the risk for states and government entities. The report goes onto provide options to address liability risks.

Financial Management Services (FMS) Conference - 2009

This biennial workshop was held in Baltimore, November 16 & 17. The conference offered two workshop tracks: a Strategic Track dedicated to big picture FMS issues facing state and program administrators and a Tactical Track dedicated to technical and operational issues. The IRS unveiled updated guidance specifically for participant direction Fiscal/Employer Agents and will even offered an informal, face-to-face question and answer booth.
