Maine\'s ADRC Newsletter: Dashing News

Maine’s ADRC grantee has produded their first official newsletter. This publication is one method of communication for the ADRC between coalition members, state stakeholders, and the technical advisory group. The newsletter keeps everyone updated on the status of the subcommittees and on work at Maine Eastern Agency on Aging's (EAA) ADRC site. Volumne 1, Issue 1

CMS Actions: Hurricane Katrina Information Website

CMS has acted to assure Medicare, Medicaid and State Children's Health Insurance Programs will accommodate emergency health care needs of beneficiaries and medical providers in Hurricane Katrina devastated states. CMS emergency relief activities and information including a detailed explanation of billing and payment policy revisions, and phone numbers for the state medical assistance offices can be found on this website. Frequently asked questions and their answers will be updated daily by 2pm.

Review and Discussion of Current Approaches to Outcomes Measurement in Wisconsin’s Medicaid Waiver Programs

As part of the State of Wisconsin’s Quality Close to Home (QCTH) project, a contract was established with the University of Wisconsin – Madison’s Center for Health Systems Research and Analysis (CHSRA). This report describes the uses, methods, advantages, and disadvantages of four distinct sets of quality indicators, also called personal outcomes and performance outcomes. It also provides a overview, structural review and observations of the quality indicators.

Updated Regulations For Power Wheelchair And Power Operated Vehicle Claims

CMS announced that a certificate of medical necessity is no longer required for power wheelchair and power operated vehicle claims. This is another step to streamline and ensure appropriate access for people with Medicare to power operated vehicles. In an interim final rule with opportunity to comment that went on display at the Federal Register, CMS clarified the requirements for prescribing, supplying, and receiving payment for these vehicles. Easing the Burden of Caregiving: The Impact of Consumer Direction on Primary Informal Caregivers in Arkansas

This paper assesses the effect of consumer-directed care on the emotional, physical, and financial well-being of the primary informal caregivers of the Medicaid beneficiaries who voluntarily joined Arkansas's Cash and Counseling demonstration. The implications of the demonstration find that permitting interested Medicaid beneficiaries to direct their own in-home supportive services reduces burden on informal caregivers, which may help reduce beneficiaries' nursing home use.

Aging and Disability Resource Center Grant Program- Fiscal Year 2005 Awards

On August 18, 2005 CMS Administrator Mark B. McClellan, and Administration on Aging Assistant Secretary Josefina Carbonell announced $15 million in grants to 19 states to create a single source of information and assistance for families navigating the often confusing array of long-term care services. Part of the New Freedom Initiative, the ADRC grants are jointly administered by CMS and HHS’ Administration on Aging. A complete list of grantees and award amounts are included in the press release.

Medicare and Medicaid Turn 40 Webcast

This event sponsored by the Kaiser Family Foundation and The Commonwealth Fund gathered former Medicare and Medicaid and other health policy experts to mark the 40th anniversary of these two health care programs. Also shown at the briefing was a new documentary, Medicare and Medicaid at 40, about the history, politics and impact of Medicare and Medicaid that included perspectives from people involved in the original 1965 debate and implementation of the programs.

Demography Is Not Destiny, Revisited

This report provides a framework and some of the basic data necessary to understand why the future of the United States will not be determined solely by anticipated changes in the size and age distribution of the population. The paper also examines public policies that encourage and facilitate education, basic research, and the application of promising technologies to enhance the well-being of current and future generations of older people.

Aiding Older Caregivers of Persons with Intellectual and Developmental Disabilities

This tool kit has been designed as a result of three years of collaboration building workshops in 33 different states. The impetus arose from the need to disseminate the latest information on aging and intellectual or developmental disabilities (I/DD) and to find ways in which agencies can collaborate to assist caregivers and care recipients. This tool kit is an accumulation of the materials presented at the workshops and provides agencies with resources for forming new partnerships.
