ACL recently published a new report sharing new information and insights on Older Americans Act (OAA) services, reveals major OAA milestones, and key information on the impact and necessity of services for older adults. This report includes highlights from OAA Title III programs in 2018.

ADvancing States is incredibly pleased to publish this new primer on the Older Americans Act (OAA) – the seminal piece of legislation that established the “aging services network”. The report discusses the historical development, functions, and governance of the Act, its service programs, populations served, and funding. We hope that you find the report useful and share with your partners across the aging and disability networks.

During the COVID-19 pandemic, health risks and financial burdens for certain at-risk populations can make access to food challenging. This issue brief explores the adjustments that states have made to nutrition programs. The brief highlights examples of opportunities available and changes that states have made to ensure older adults and persons with disabilities have access to food during the pandemic. Data and findings are drawn from the ADvancing States 2020 COVID-19 Membership Survey.

This brief highlights the critical services provided by the Older Americans Act (OAA). It also reviews the current funding challenges the program faces in light of rising inflation and increased demand for services from a growing population of older adults. The OAA was last renewed in 2016 for three years and is up for renewal again in 2019.

In 2016, ACL's Administration on Aging contracted ICF International (ICF) to conduct a participatory evaluation of the Title VI Grant Program. This program provides home and community-based supportive services for older American Indian, Alaskan Native, and Native Hawaiian populations. The evaluation addresses topics such as: how tribes/organizations operate their Title VI Programs; the impact of Title VI programs on elders in the community; and more.

This issue brief provides an overview of state agency data systems that are utilized to collect, aggregate, and analyze data for the administration of the Older Americans Act (OAA) programs. This report provides a snapshot of current state systems in 2017, changes to which are impacted by both national and state-level factors.

This issue brief from the Administration for Community Living describes the nutritional quality of congregate and home-delivered meals offered through the Nutrition Services Program and examines their compliance with the 2010 Dietary Guidelines for Americans. The brief also discusses how the Healthy Eating Index (HEI)-2010 was used to assess the nutritional quality of the congregate and home-delivered meals.

The brief includes information on disparities in health and disability; innovative approaches that Native communities have used to address identified disparities; how Native communities have used the Older Americans Act and other federal programs that aim to promote health and support community living for Elders; and aspects of successful programs for Native people.

The 2017 evaluation of the Older Americans Act (OAA) Nutrition Program for the Elderly provides results and information on the impact of the program on the participants’ food security, socialization, and diet quality. Comparisons are drawn from the previous evaluation of the program conducted in 1995. This evaluation also serves to provide insight into areas needing further review.

This year, the Older Americans Act (OAA) celebrates its 50th year—a golden jubilee for seniors and communities across the country. For this occasion, ADvancing States and Altarum Institute’s Center for Elder Care and Advanced Illness (CECAI) honor outstanding older adults who both volunteer for and benefit from the law’s programs.
