Release of 2024 Supplemental Security Income (SSI), Spousal Impoverishment, and Medicare Savings Program Resource Standards

Recently, the Centers for Medicare & Medicaid Services (CMS) released the 2024 Supplemental Security Income (SSI) and Spousal Impoverishment Standards, and the 2024 Medicare Savings Program resource standards. Certain Medicaid income and resource standards are adjusted beginning each January in accordance with changes in the SSI federal benefit rate (FBR) and the Consumer Price Index (CPI). The MSP groups are mandatory Medicaid eligibility groups that provide coverage of some or all Medicare Part A and B premiums and cost-sharing for low-income Medicare beneficiaries. MIPPA Resources

These resources are intended to be used for education and outreach to raise awareness about the availability of Medicare benefits for low-income beneficiaries, namely the Medicare Savings Programs (MSPs) and the Medicare Part D Low-Income Subsidy (LIS/Extra Help) program. These outreach materials include posters to educate Medicare beneficiaries with disabilities about the low-income subsidies.

The Role of SCSEP in Workforce Training for Low-Income Older Workers

The Senior Community Service Employment Program (SCSEP) is a $400 million federal workforce investment program projected to serve over 67,000 low-income unemployed older adults in program year (PY) 2017. This is the only federally funded program to target older individuals who want to enter or reenter the workforce. The fiscal year (FY) 2018 budget eliminates all funding for SCSEP. This white paper examines the evidence on the value of SCSEP and discusses the potential effects of cutting it.

Gaps in the Evidence on Employment and Training for Low-Income Adults

Mathematica Policy Research released an issue brief, published by U.S. Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research and Evaluation, that examines different employment strategies for low-income individuals. The Employment Strategies for Low-Income Adults Evidence Review (ESER) was used to evaluate employment and training interviews for this population.

Meeting the Health-Related Social Needs of Low-Income Persons: Funding Sources Available to States

The Robert Wood Johnson Foundation and National Academy for State Health Policy created a resource that explains the funding sources available to states for meeting the health-related social needs of low-income persons. The publication specifically brings attention to funding sources that states can use to help adult high-cost/high-need residents live.
