ADAPTED PACE Protocol

ADAPTED PACE is an operational framework for a comprehensive, capitated, and community-based service model. Consideration of testing the expansion and adaptation of the PACE (the Program of All-Inclusive Care for the Elderly) model (ADAPTED PACE) to serve new populations was recently made possible by the PACE Innovation Act which granted waiver authority to the Centers for Medicare & Medicaid Services for this purpose.

FSRTC Recommendations to Improve Data Collection to Monitor, Track, and Evaluate State Approaches to Family Support Services

The Family Support Research and Training Center (FSRTC) published a report that identifies indicators to monitor, track, and evaluate family support services: demographics of the caregiving situation, the impact on families, and indicators to assess family support at the state level. Medicaid & CHIP: May 2016 Monthly Applications, Eligibility Determinations, and Enrollment Report

The Centers for Medicare & Medicaid Services (CMS) released their monthly report for May 2016 on Medicaid and CHIP application, eligibility determination, and enrollment data. States provides data to CMS on factors related to key application, eligibility and enrollment processes using the Medicaid and CHIP Performance Indicator Project. The data is then used to inform CMS on the operations of the programs in each state and to share state performance data publicly.

Section 8 Made Simple - Special Edition: Using the Housing Choice Voucher Program to End Chronic Homelessness

The Technical Assistance Collaborative, Inc. (TAC) released a new update to their guidebook, “Section 8 Made Simple - Special Edition: Using the Housing Choice Voucher Program to End Chronic Homelessness,” with support of the Melville Charitable Trust. The guidebook explains how to use fair housing law and federal guidance to make the Housing Choice Voucher (HCV) program accessible to people with disabilities, and adds a new focus on helping those who are experiencing chronic homelessness.

State Trends in the Delivery of Medicaid Long-Term Services and Supports

On Wednesday, July 20, 2016, the Center for Health Care Strategies, Inc. (CHCS) published a new brief, “State Trends in the Delivery of Medicaid Long-Term Services and Supports.” With support from The SCAN Foundation, seven states (Arizona, California, Kansas, Minnesota, New Jersey, Tennessee, and Texas) were selected to provide insights into current trends in both managed long-term services and supports (MLTSS) program refinement and long term services and supports (LTSS) system reform.

2015-2025 Projections of National Health Expenditures Data Released

The Office of the Actuary in the Centers for Medicare & Medicaid Services (CMS) annually produces projections of health care spending for categories within the National Health Expenditure Accounts, which track health spending by source of funds (e.g. private health insurance, Medicare, Medicaid), by type of service (hospital, physician, prescription drugs, etc.), and by sponsor (businesses, households, governments). The latest projections begin after 2014 and go through 2025.

Medicaid Rate-Setting for Managed Long-Term Services and Supports

On Friday, July1, 2016, Mathematica Policy Research published a report summarizing the basic approach to rate-setting in Medicaid managed care and reviews the main options for structuring managed LTSS (MLTSS) rates. It presents examples from states with financial alignment demonstrations as well as long-standing MLTSS programs. The report concludes by highlighting the policy and operational considerations that should influence a state’s choice of strategy.

Quality Improvement for Individuals with Intellectual & Developmental Disabilities: A Proposed Framework

This White Paper explains a proposed quality framework for managed care programs serving individuals with intellectual and/or developmental disabilities (ID/DD). The framework, developed by UnitedHealthcare's National Advisory Board, extends beyond traditional clinical measures to benchmark the quality of the "services and supports" delivered in these programs to measure how these programs address individuals' quality of life.
