Building on the Ticket: A New Paradigm for Investing in Economic Self-Sufficiency for People with Significant Disabilities

The Ticket to Work Panel released its final report to the President and Congress. Included are five recommendations including the idea of extending the Medicaid Infrastructure Grant and Demonstration to Maintain Independence and Employment program through 2014, creating a panel and an advocate position within the Social Security Administration to enhance beneficiary perspective, publish the final rule, create a demonstration project and examine the impact of changing the disability definition.

Caring for the Caregivers: Improving Resources for Elder Caregivers In Massachusetts

This MIT Report offers a ten-point plan to start a statewide conversation on change, a research summary on the role that families play as a "shadow workforce" in geriatric healthcare system, and expert commentary on the issues surrounding family caregiver support programs. This new report points the way for state-level action to support family caregivers and for state-level public policy to improve quality of life.

Personal Assistance Services Cooperatives: Final Report

A study was conducted on consumer-directed personal assistance services (PAS) cooperatives, with an emphasis on workplace PAS. This report presents case studies of seven cooperatives, describes advantages of consumer-run cooperatives, identifies funding issues and sources, and presents considerations for those contemplating starting. It contains a review of the literature which reveals only a few examples of successful consumer-directed PAS cooperatives in the US, however, they show promise.

CMS Direct Service Workforce Demonstration Promising Practices in Marketing, Recruitment and Selection Interventions

The Centers for Medicare and Medicaid Services (CMS) initiated a demonstration project to improve the Direct Service Community Workforce to test the effectiveness of different workforce interventions on the retention and recruitment of Direct Service Workers (DSWs). This report identifies promising practices in direct service worker marketing, recruitment, and selection across the CMS grantees.

Medicaid Home and Community-Based Service Programs: Data Update - Dec 2007

The national percentage of Medicaid spending on home and community-based services (HCBS) has more than doubled from 1992 to 2004. This report presents a summary of the main trends to emerge for the three Medicaid HCBS programs and the results of a survey of policies such as eligibility criteria and waiting lists.

Evaluation of the Ticket to Work Program: Assessment of Post-Rollout Implementation and Early Impacts, Volume 1

This report examines experiences of Beneficiaries, State Vocational Rehabilitation Agencies (VR), Employment Networks (ENs), and the Social Security Administration (SSA) during the TTW rollout period from 2002–2004. Overall, Mathematica found that the Ticket to Work Program did not have a significant impact on the way VR does business or on the practices of ENs in the community. TTW did, however, begin a fundamental shift within SSA toward focusing on improving the earnings of beneficiaries.

Cash & Counseling: Improving the Lives of Medicaid Beneficiaries Who Need Personal Care or Home and Community-Based Services

This final report summarizes the findings from five years of research on how each of the three demonstration states implemented its program, and on how the programs have affected the consumers who participated, the consumers’ paid and unpaid caregivers, and the costs to Medicaid. The analysis is based on an experimental design to ensure that the estimates of program effects are unbiased, and has sample sizes that are adequate to detect program effects of policy-relevant magnitudes.

Family Caregivers – What They Spend, What They Sacrifice: Findings from a National Survey

The out-of-pocket cost of caring for an aging parent or spouse averages $5,531 a year, according to the nation's first in-depth study of such expenses, a sum that is more than double previous estimates and more than the average American household spends each year on health care and entertainment combined. This Evercare/NAC study found that as many as 17 million people care for a loved one 50 years or older and are spending more than 10 percent of their annual income on caregiving expenses.

Quality Management Under Money Follows the Person: Summary Notes - July 29-31, 2007, Portland, Maine

In July 2007, NASHP convened grantees from 10 states and CMS to share their experiences in promoting positive outcomes under Money Follows the Person. To aid in this discussion, the Muskie School of Public Service was invited to facilitate the conversation and to provide a framework for discussing the role of quality management under the MFP initiatives. For the past three years, the Muskie School served as technical resource to states in the implementation of CMS quality improvement grants.
