Making the Connection: Building Cross Agency Partnerships

The second in a series focused on affordable housing, this issue brief focuses on developing partnerships with state finance agencies and other stakeholders. It showcases successful strategies that have expanded integrated community living for workers with disabilities. While MIG grantees, who are the main audience of this brief, are unable to use grant funds to provide housing services, they can create linkages with other programs to support the individuals they serve.

Changing Interagency Service Delivery Systems to Help Older Public Housing Residents Access Services to Assist Them to Age in Place

The Service Access for Elders in Public Housing project address issues that affect the quality of life of elderly residents of an urban public housing complex. A survey of the elderly residents was conducted under this project, seeking to better coordinate information and services provided by public and private agencies that serve the residents to assist them to better age in place in their apartments. This report outlines those results.

Preferences for Receipt of Care Among Community-Dwelling Adults

This journal article, which appeared in the Journal of Aging and Social Policy, outlines adult's (ages 40-70) preferences for long-term care, including place of care and the persons providing care. Most adults preferred care in home/community settings by kin or non-kin, with few deeming nursing homes acceptable.

Implementation of Consumer-Directed Services for Persons With Intellectual or Developmental Disabilities: A National Study

This issue of the "Policy Research Brief" series summarizes the results of a national study on the status, implementation, and degree of consumer control across states. Strategies, challenges, and best practices of consumer-directed services and supports are explored. Information was gathered through interviews with administrators of developmental disabilities services in 42 states.

Community-Based Long-Term Care Services in Rhode Island: A Report Issued Pursuant to Joint Resolution 05-R 384

This study examines community-based long-term care services in Rhode Island. It reviewed service rates and rate methodologies for four specific community-based services; assessed workforce capacity needed to provide services in the future; and made recommendations regarding the potential to restructure the State’s funding across different programs to support assisted living, home care, respite care, and adult day care.

A Survey of Functional Status to Support CommunityChoice Rate Setting and Program Assessments

This report focuses on the development, conduct, and preliminary results of this survey, which was designed to examine the distribution of, and extent to which, Maryland Medicaid recipients who are older adults or adults with disabilities report the need for support for basic activities of daily living (ADL). The survey is intended as the first phase of a broader research agenda.

Medicaid’s Role in the Many Markets for Health Care

Medicaid expenditures are often presented as a percentage of state or Federal spending. Here, they are illustrated in terms of market shares for 30 markets defined by provider category of service. In 21 markets, Medicaid plays a small role, but in the other 9, such as long-term care and mental health, Medicaid is the dominant payer. Some of the other markets researched include adult day, waiver, case management and home health services.

Real Choice Systems Change Grants for Community Living: A Feasibility Study to Consider Respite Services for Children with Disabilities in Maryland

This feasibility study was undertaken to assess respite services for children with disabilities in Maryland. The study compiled and analyzed an annotated list of the Code of Maryland Regulations pertaining to respite, conducted two surveys of agencies that provide respite services to families of children with disabilities, and of the families themselves, and developed a demonstration model that would provide a respite service operated in the manner of a Medicaid service.

Medicaid Commission: Final Report and Recommendations

This report presents the Medicaid Commission's recommendations for the long-term sustainability of the Medicaid program. Review the recommendations about Long-Term Care, Benefits Design, Eligibility, Health Information Technology, Quality and Care Coordination. The Commission strongly recommends increased state flexibility in many areas to tackle more locally influenced issues.
